"Even free animals live where they want to". Analysis of the activities of the residents of the Dobrzeń Wielki municipality as part of the protest against the "Big Opoles" project

Gmina Dobrzeń Wielki, kiedyś jedna z najbogatszych gmin w Polsce, dziś walcząca o przetrwanie z ponad 40 milionową dziurą w budżecie, która jest efektem przyłączenia jej najbogatszych terenów wraz z Elektrownią Opole i okalającymi ją terenami inwestycyjnymi do miasta Opole, które miało miejsce 1 stycznia 2017 roku. 20 listopada 2015 roku prezydent miasta opublikował na łamach gazety “Nowa Trybuna Opolska” projektu planu “Duże Opole”, które zakładało powiększenie jego terenu w celu rozwoju regionu. Proces został przeprowadzony nie biorąc pod uwagę głosu mieszkańców gminy Dobrzeń Wielki, którzy w prawie 100% wyrazili swój sprzeciw oraz licznych protestów i dwóch strajków głodowych. Praca prezentuje wyniki badań terenowych przeprowadzonych na terenie gminy Dobrzeń Wielki oraz analizę protestu mieszkańców na podstawie rozmów, obserwacji oraz artykułów prasowych i zasobów Internetu. Analiza badań wykazała, że dla mieszkańców najważniejszym powodem protestu jest godność ludzka i nie wysłuchanie ich głosu, a nie zyski z Elektrowni, jak zakładała początkowa hipoteza, oraz, że celem ich protestu jest przeprowadzenie konsultacji na terenach należących już do Opola dotyczących chęci przyłączenia z powrotem do gminy oraz uszanowanie tego głosu.

Dobrzeń Wielki municipality, once one of the wealthiest municipalities in Poland, today struggling to survive with over 40 millions zlotych lacking from the budget, which is an effect of incorporation of the wealthies parts of the municipality to Opole city, including Opole Power Plant and surrounding sites, which took place 1st January 2017. 20th November 2015, President of Opole city published “Duże Opole” project in “Nowa Trybuna Opolska”. The goal of the project was region development. The process has been carried out without taking into account the voice of the residents of Dobrzeń Wielki municipality, who expressed their opposition in almost 100%, as well as numerous protests and two hunger strikes. The paper presents the results of field research conducted in the Dobrzeń Wielki commune and the analysis of the residents' protest on the basis of interviews, observations, press articles and Internet resources. The analysis of the research has shown that the most important reason for the protest for the inhabitants is human dignity and not listening to their voices, not profits from the Power Plant, according to initial hypothesis, and that the purpose of their protest is to conduct consultations in the areas already belonging to Opole concerning the willingness to join the Dobrzeń Wielki municipality again and to respect that voice.
