Praca magisterska ma charakter teoretyczno - empiryczny, składa się ze wstępu, z 4 rozdziałów oraz zakończenia. W pierwszym rozdziale zostało zdefiniowane pojęcie jednostki samorządu terytorialnego, jej cechy i zasady funkcjonowania oraz została scharakteryzowana gmina i administracja rządowa. Drugi rozdział zawiera charakterystykę, finansowanie i podział zadań zleconych, między innymi na zadania realizowane na podstawie ustawy oraz zadania realizowane na podstawie porozumienia administracyjnego. Trzeci rozdział to scharakteryzowanie różnych kategorii zadań zleconych na podstawie ustaw prawa materialnego. W rozdziale czwartym zostało przeanalizowane wybrane orzecznictwo sądów administracyjnych w zakresie problematyki zadań zleconych.

The master's thesis has a theoretical and empirical character, it consists of an introduction, 4 chapters and a conclusion. In the first chapter, the concept of a local government unit was defined, its features and principles of operation, and the commune and government administration were characterized. The second contains the characteristics, financing and division of commissioned tasks, among others, into tasks carried out on the basis of the Act and tasks carried out on the basis of an administrative agreement. The third chapter is the characterization of various categories of tasks commissioned on the basis of substantive law acts. The fourth chapter analyzes selected jurisprudence of administrative courts in the field of commissioned tasks.
