The debate in the Legislative Sejm (1919-1922) over the public-legal and political position of the Catholic Church in Poland

Celem niniejszej pracy magisterskiej jest przedstawienie debaty parlamentarnej, toczącej się w Sejmie Ustawodawczym RP w latach 1919-1922 nad kwestią publicznoprawnej i politycznej pozycji Kościoła katolickiego w Polsce. Dokonano zatem wyboru konkretnych aspektów większego, niezwykle złożonego i obszernego zagadnienia, jakim niewątpliwie jest sprawa sytuacji tego związku wyznaniowego w czasach II Rzeczypospolitej. Niniejsza praca stanowi próbę przedstawienia poglądów poszczególnych stronnictw sejmowych na miejsce i rolę Kościoła katolickiego w odrodzonym państwie polskim, które zostały wygłoszone na forum Sejmu Ustawodawczego. Ma przybliżać charakterystyczną argumentację, stosowaną w tym temacie przez posłów reprezentujących poszczególne strony sporu światopoglądowego, szczególnie gorącego u zarania II Rzeczypospolitej. Praca magisterska składa się ze wstępu, czterech rozdziałów i zakończenia. Rozdział I poświęcono zwięzłej charakterystyce składu i działalności Sejmu Ustawodawczego w latach 1919-1922, ze szczególnym uwzględnieniem licznych przemian politycznych zachodzących w trakcie jego kadencji. Rozdział II dotyczy ogólnej debaty posłów o moralnej i historycznej roli Kościoła katolickiego w dziejach Polski i świata, która stanowiła element szerszego dyskursu o fundamentalnych wartościach w życiu publicznym. W rozdziale III przedstawiono debatę sejmową o publicznoprawnych podstawach pozycji Kościoła katolickiego w jego relacjach z państwem. Natomiast rozdział IV opisuje dyskusję parlamentarną nad problemem udziału Kościoła katolickiego w życiu publicznym i politycznym Polski. Ostatnim elementem niniejszej pracy jest zakończenie, zawierające generalne wnioski badawcze, wynikające z analizy podjętego tematu.

The main goal of this master’s thesis is to present a parliamentary debate which took place in the Legislative Sejm of the Second Polish Republic in years 1919-1922 over the issue of public-legal and political position of the Catholic Church in Poland. Therefore the subject of this thesis is based on analysis of specific and selected aspects of much wider and extremely complex issue which is a problem of Catholic Church’s rights and situation during the period of the Second Polish Republic. This thesis is an attempt to show the opinions of parliamentary parties about the position of the Catholic Church in the revived polish state which were presented during the deliberations of the Legislative Sejm. The paper should help to understand the distinctive argumentation which was used in this topic by the deputies who represented different sides of the ideological dispute. As we know, this dispute was especially obstinate in the first years of the Second Polish Republic. The master’s thesis consists of an introduction, four chapters and a conclusion. Chapter I contains a brief characterisation of the make-up and activity of the Legislative Sejm in years 1919-1922, with the emphasis on numerous political changes which took place in this parliament during its term of office. Chapter II pertain to a general parliamentary debate on moral and historical role of the Catholic Church in the polish and world history which was, as a matter of fact, a part of a wider discourse about the fundamental values in the public life. Chapter III presents a parliamentary debate on public-legal grounds of the Catholic Church’s position in its relations with the state. Then Chapter IV describes parliamentary discussion about the problem of Catholic Church’s participation in public and political life of Poland. The last element of the thesis is a summary which contains the general research findings which resulted from the profound analysis of the undertaken subject.
