Reformy szkolnictwa wyższego na białorusi w ramach procesu bolońskiego: szanse integracji i realne bariery wdrażania

dc.abstract.enThis bachelor's thesis examines the degree of actual transformation of the higher education system in Belarus within the framework of the Bologna Process and analyzes to what extent the reforms reflect the values of the European Higher Education Area (EHEA). Belarus, being the last country admitted to the EHEA in 2015, declared its willingness to implement reforms in line with its principles. However, the implementation of these commitments remains selective and politically conditioned.The thesis consists of four chapters organized in a problem-based chronological structure. The first chapter presents the origins, values, and instruments of the Bologna Process as an integrative project in the context of European education. The second chapter discusses the historical, institutional, and social conditions of the Belarusian higher education system before 2015, indicating structural and ideological barriers. The third chapter analyzes the extent to which Belarus has fulfilled the obligations adopted after joining the EHEA, with emphasis on university autonomy, academic mobility, and the recognition of qualifications. The fourth chapter compares the case of Belarus with the experience of Poland, which successfully reformed its education system in line with Bologna principles.Combining the analysis of education policy, legal frameworks, and international documents, the thesis argues that integration with the EHEA in the case of an authoritarian state requires not only formal changes, but above all a deep transformation of values, governance mechanisms, and relations between the state and the academic and social environment. Higher education, like other public institutions, reflects the dominant political and ideological order. This makes every attempt at reform also an attempt to redefine power relations and values in society.pl

Białoruś, będąc ostatnim krajem przyjętym do EHEA w 2015 roku, zadeklarowała gotowość do przeprowadzenia reform zgodnych z jego zasadami. Jednak wdrażanie zobowiązań pozostaje selektywne i uwarunkowane politycznie.Praca składa się z czterech rozdziałów o układzie problemowo-chronologicznym. Pierwszy rozdział przedstawia genezę, wartości i narzędzia Procesu Bolońskiego jako projektu integracyjnego w kontekście edukacji europejskiej. Rozdział drugi omawia historyczne, instytucjonalne i społeczne uwarunkowania systemu szkolnictwa wyższego na Białorusi przed 2015 rokiem, wskazując na bariery strukturalne i ideologiczne. Trzeci rozdział analizuje stopień realizacji zobowiązań przyjętych przez Białoruś po przystąpieniu do EHEA z naciskiem na kwestie autonomii uczelni, mobilności akademickiej oraz uznawalności kwalifikacji. Czwarty rozdział porównuje przypadek Białorusi z doświadczeniem Polski, która skutecznie zreformowała swój system edukacji zgodnie z zasadami Procesu Bolońskiego.Łącząc analizę polityki edukacyjnej, prawa oświatowego i dokumentów międzynarodowych, praca dowodzi, że integracja z EHEA w przypadku państwa autorytarnego wymaga nie tylko zmian formalnych, ale przede wszystkim głębokiej transformacji wartości, mechanizmów zarządzania i relacji między państwem a środowiskiem akademickim i społecznym. Szkolnictwo wyższe, podobnie jak inne instytucje publiczne, odzwierciedla dominujący porządek polityczny i ideologiczny. To sprawia, że każda próba jego reformy staje się również próbą redefinicji relacji władzy i wartości w społeczeństwie.pl
