Evaluation of the pilot program of Mental Health Centers on the example of the Małopolska- Południe Mental Health Center

Celem pracy jest przeprowadzenie ewaluacji prowadzonego przez Ministerstwo Zdrowia programu pilotażowego Centrum Zdrowia Psychicznego na terenie powiatu myślenickiego. W ewaluacji przyjęto dwa wskaźniki: trafności i oddziaływania. Praca jest próbą weryfikacji dwóch hipotez. Pierwsza dotyczy tego, że centrum zdrowia psychicznego i program pilotażowy odpowiadają na potrzeby mieszkańców powiatu myślenickiego. Druga hipoteza zakłada, iż program i działania centrum oddziałują na społeczność. W pracy przybliżono zagadnienia dotyczące zarządzania publicznego oraz dóbr publicznych, omówiono także istotę ewaluacji w badaniach publicznych. Praca przybliża również historię psychiatrii, m.in to w jaki sposób na przestrzeni wieków była organizowana pomoc psychologiczna i psychiatryczna. W celach badawczych zostały przeprowadzone badania kwestionariuszowe zawierające pytania otwarte oraz zamknięte, a także analiza danych zastanych. Dzięki przeprowadzonym badaniom udało się zweryfikować hipotezy. Wyniki badań potwierdziły, iż oferta centrum odpowiada na potrzeby mieszkańców powiatu myślenickiego. Druga z hipotez została odrzucona, ponieważ badania wykazały, iż oddziaływanie programu i centrum zdrowia psychicznego na społeczność jest małe.

The purpose of the study is to conduct evaluate the pilot program of the Mental Health Center in the Myslenice poviat conducted by the Ministry of Health. Two ratings were adopted for this evaluation: relevance and impact. The work makes a stab at countercheck two hypothesis. The first is about that the mental health center and the pilot program are responding to the needs of the inhabitants of the myslenice poviat. The second hypothe is of the centre's program and activities have an impact on the local community.The paper presents issues related to public managment and public goods. This paper shows the essence of evaluation in public research. The work also presents the history of psychiatry incl. how psychological and psychatric help has been organized over the centuries. For research purposes, quwstionnaires containing with open and closed questions were conducted, as well as the desk research. The research verified two hypotheses. The results of the research confirmed that the offer of the health center responds to the needs of the inhabitants of the Myslenice poviat. The second hypothesis was rejected because the research has shown thath the impact of the mental health program and center on the community is small.
