Consolidation of the purchasing function as an embodiment of the concept of Shared Services in Public Administration

Celem pracy jest omówienie problematyki zmian koncepcji funkcjonowania administracji publicznej wynikających z potrzeby poprawy ekonomiki obszaru zarządzania samą administracją i jej rozwojem instytucjonalnym. Analizie poddano sposoby reorganizacji funkcji wsparcia stosowane w sektorze prywatnym posługując się przykładem często implementowanej w firmach prywatnych koncepcji Centrum Usług Wspólnych. W szczególności omówiono zasadność konsolidacji funkcji zakupów dokonywanych przez jednostki administracji publicznej, uznając obszar zamówień publicznych jako pole dające możliwość uzyskania znacznej racjonalizacji w wydatkowaniu środków publicznych Bazując na najlepszych praktykach biznesowych w obszarze zakupów wskazano na zasadność prorynkowych zamian w strukturach administracji publicznej.

The aim of this paper is to analyse the problem of changes in the concept of public administration's functioning, resulting from the need to improve the economy of the area of public administration management as such, as well as its institutional development. The subject of analysis in this paper were the ways of reorganising the supporting function used in the private sector, with the help of Shared Services, frequently implemented in private corporations. In particular, the reasonableness of consolidating the functions of purchases made by public administration units has been dicussed, considering the area of public procurement as the one that gives the possibility of significant rationalisation in spending public money. Basing on the best business practices in the area of purchasing, the rationality of pro-market changes in public administration structures has been pointed out.
