The tourism potential of the Rytro Commune and a role of local government in tourism development

Potencjał turystyczny, w znacznym stopniu zależny jest od działalności władz samorządu terytorialnego, w zakresie jego kreowania, a tym samym w zakresie rozwoju turystyki. W związku z tym, celem niniejszej pracy było określenie elementów strukturalnych potencjału turystycznego Gminy Rytro, a następnie, zbadanie działalności Urzędu Gminy Rytro w zakresie aktywizacji turystyki, które będą odzwierciedlać funkcjonalne elementy tegoż potencjału. W dużej mierze zależne są one od władz administracyjnych danego obszaru, a ponadto funkcjonalne wpływają także na kształt strukturalnych. Kolejnym celem było wykazanie określonych warunków prawnych, jakie powinny być spełnione, aby Gmina Rytro mogła uzyskać status uzdrowiska. Mając to na uwadze w pracy starano się udowodnić dwie hipotezy badawcze. Według pierwszej z nich Gmina Rytro przy dobrze rozwiniętych elementach strukturalnych potencjału turystycznego, jest słabo zarządzaną organizacją w zakresie rozwoju turystyki. Druga natomiast związana jest z faktem, iż Gmina Rytro posiada prawnie określone warunki, by stać się uzdrowiskiem. W tym konkretnym przypadku badanie polega na zgromadzeniu informacji niezbędnych do potwierdzenia postawionych tu hipotez, w tym na pozyskaniu pewnej puli informacji z Urzędu Gminy Rytro, w postaci wywiadu kwestionariuszowego. W celu określenia oceny dokonano analizy kluczowych czynników sukcesu. Wynik przeprowadzonej analizy ukazuje, że udało się wykazać poprawność pierwszej hipotezy badawczej. Odnośnie uzyskania statusu uzdrowiska, istnieje jedna, mniej istotna bariera, ale mimo to, w przypadku tego założenia badawczego, nie udało się wykazać jego poprawności.

Tourism potential, to a large degree, depends activities of territorial authorities, in terms of its creation, and thus in the development of tourism. With this in mind, aim of this master’s thesis, was to define the structural elements of the tourism potential of the Rytro Commune, and than investigate activities of the Rytro Commune Office, in terms of elicitation of tourism, which reflect the functional elements of that potential. To a large extent they are dependent for the administrative authorities, and further functional also affect structural’s shape. Another objective was to prove the legal conditions, that must be met to Rytro Commune, could obtain the status of the health resort. With this in mind, the master’s thesis seeks to prove two hypothesis. According to a first of them, Rytro Commune, with a well- developed structural elements of tourism potential, is poorly managed organization in the field of tourism. The second one is related to the fact, that the Rytro Commune, has legally defined conditions to become a health resort. In this particular case study, involves collecting the information, needed to confirm the hypothesis raised here, including obtaining information from the Rytro Municipal Office, in the form of a questionnaire interview. In order to determine the assessment analyzes the key success factors. The result of the analysis, shows that succeeded in showing the correctness of the first research hypothesis. Regarding the status of the health resort, there is one less significant barrier, but even so, in the case of this assumption research, failed to prove its correctness.
