Financing of regional development based on the example of the Małopolska Voivodeship in the years 2014-2020

Celem pracy jest przedstawienie istoty rozwoju regionalnego i źródeł jego finansowania oraz określenie adekwatności i efektywności wykorzystania źródeł finansowania rozwoju regionalnego w województwie małopolskim, w latach 2014-2020. Zdefiniowane zostało pojęcie rozwoju regionalnego oraz mierniki i metody jego oceny. Ponadto scharakteryzowano kompetencje samorządu wojewódzkiego w kontekście rozwoju regionalnego oraz jego struktura. Przedstawiono również zasady finansowania rozwoju regionalnego i potencjalne źródła dochodów województw oraz charakterystykę województwa małopolskiego w latach 2014-2020. Następnie zanalizowano źródła finansowania rozwoju regionalnego w latach 2014-2020, a także zaplanowane i zrealizowane inwestycje. Zbadano wybrane wskaźniki rozwoju regionalnego w 2020 roku, w celu określenia efektywności działań na rzecz rozwoju województwa małopolskiego. Do przeprowadzenia analiz wykorzystano dokumenty publikowane przez Urząd Marszałkowski Województwa Małopolskiego, Małopolskie Obserwatorium Rozwoju Regionalnego oraz dane GUS i Eurostat.

The purpose of this work is to present the essence regional development and sources of its financing, as well as to evaluate the relevance and effectiveness of the sources of financing regional development in the Małopolska region in the years 2014-2020. The concept of regional development as well as measures and methods of its evaluation have been defined. In addition, the competences of the regional government in the context of regional development and its structure were described. The principles of financing regional development and potential sources of income for the region were described, as well as the profile of the Małopolska region in 2014-2020. The planned sources of financing of regional development in 2014-2020 and planned and implemented investments were presented. Selected indicators of regional development in 2020 were analyzed in order to examine the effectiveness of measures for the development of the Małopolska region. The analyses were conducted with the use secondary sources, such as the documents published by the Marshal's Office of the Małopolska Region and the Małopolska Regional Development Observatory, as well as the data from Statistics Poland and Eurostat.
