Technical modernisation of the Polish Army in the 21st century

Niniejsza praca magisterska została poświęcona tematyce modernizacji technicznej Wojska Polskiego, ze szczególnym uwzględnieniem XXI wieku. Celem pracy było określenie najważniejszych zmian, które zaszły w procesie modernizacji wojska zwłaszcza w jej technicznym aspekcie. Opracowanie to zgłębia problemy i wyzwania modernizacji polskiej armii. Ramy czasowe objęły lata 1989 do maja 2023 roku. Główny problem badawczy został sformułowany jako następujące pytanie – jak zmieniał się sprzęt wojskowy będący na wyposażeniu Wojska Polskiego od 1989 roku oraz jaki wpływ na modernizację Sił Zbrojnych RP miało zwiększenie wydatków wojskowych? Pierwszy rozdział poświęcony został koncepcji modernizacji technicznej wojska w ostatniej dekadzie XX wieku, w którym przybliżono aparat pojęciowy oraz wyzwania modernizacyjne wojska po 1989 roku z uwzględnieniem przystąpienia do NATO. Rozdział drugi zawiera najistotniejsze plany i programy modernizacyjne polskiego wojska po 1999 roku z rozróżnieniem na poszczególne okresy planistyczne. Trzeci rozdział poświęcony został implementacji modernizacji technicznej Wojska Polskiego w okresie 1989-2023 oraz implementacji w kontekście konfliktu zbrojnego w Ukrainie. Zmiany w procesie modernizacji Wojska Polskiego zostały poddane badaniu, podsumowaniu oraz ocenie ze wskazaniem przez autora zaobserwowanych zjawisk oraz trendów z zakresu poruszonego zagadnienia.

This master's thesis was devoted to the subject of technical modernisation of the Polish Army, with particular focus on the 21st century. The aim of the thesis was to identify the most important changes that have taken place in the process of modernisation of the army especially in its technical aspect. The study explores the problems and challenges of the modernisation of the Polish Army. The timeframe covered the years 1989 to May 2023. The main research problem was formulated as the following question - how did the military equipment on the Polish Army's inventory change since 1989 and what impact did increased military expenditure have on the modernisation of the Polish Armed Forces? The first chapter is devoted to the concept of technical modernisation of the army in the last decade of the 20th century, which introduces the conceptual apparatus and the modernisation challenges of the army after 1989, taking into account the accession to NATO. The second chapter contains the most significant modernisation plans and programmes of the Polish army after 1999 with a distinction made between individual planning periods. The third chapter is devoted to the implementation of technical modernisation of the Polish Army in the period 1989-2023 and implementation in the context of the armed conflict in Ukraine. Changes in the process of modernisation of the Polish Army were examined, summarised and evaluated, with the author indicating the observed phenomena and trends in the issue discussed.
