Tematem pracy są polityczne konsekwencje zmian w systemach wyborczych do Sejmu oraz Senatu w latach 1991-2011. W wyborach do Sejmu obowiązuje system proporcjonalny. Natomiast w wyborach do Senatu system większościowy, ale dopiero od 2011 roku w wersji z jednomandatowymi okręgami wyborczymi. W latach tych kilkukrotnie dokonywano zmian w ordynacjach wyborczych. Zmiany były dokonywane nawet tuż przed wyborami i zwykle podyktowane względami politycznymi, a nie merytorycznymi. W pracy przedstawione zostały konsekwencje tych zmian dla systemu partyjnego oraz najważniejsze debaty dotyczące zmian w systemach wyborczych.
The theme of the work are the political consequences of changes in the electoral systems to the Sejm and the Senate in the years 1991-2011. In the elections to the Sejm proportional system is applied. However, in elections to Senate majority system, but only since 2011 in a version with single-member constituencies. During these years repeatedly they made changes to the electoral laws. The changes were made even just before the elections and is usually dictated by considerations of a political, not substantive. The paper presents the implications of these changes for the party system and the most important debates concerning changes in electoral systems.
