Polish civil service – diagnosis and prospects

Tematem pracy magisterskiej jest problematyka funkcjonowania polskiej służby cywilnej. W rozdziale pierwszym opisano teoretyczne modele służby cywilnej: kariery, pozycyjny oraz mieszany. Rozdział drugi przedstawia obecnie obowiązujący system polskiej służby cywilnej na podstawie ustawy z dnia 21 listopada 2008 r., wraz z rysem historycznym, ukazującym jej transformację organizacyjną. Rozdział trzeci obejmuje analizę konstytucyjnych zasad działania służby cywilnej. Rozdział czwarty prezentuje szeroki wpływ członkostwa w Unii Europejskiej na działalność administracji publicznej. Treścią rozdziału piątego jest zagadnienie informatyzacji administracji publicznej. Prace wieńczy zakończenie, w którym przedstawiono założenia na jakich powinna opierać się służba cywilna, oraz próba wskazania perspektyw jakie obecnie przed nią stoją.

The subject of the Master’s thesis is the issue of operation of the Polish civil service. The first chapter presents theoretical models of civil service: the career model, the positional model and the mixed model. The second chapter outlines the Polish civil service system that is currently in force under the act dated 21 November 2008, together with a historical background revealing its organisational transformation. The third chapter encompasses an analysis of the constitutional principles of operation of the civil service. The fourth chapter presents wide-reaching effects of membership in the European Union on the operation of public administration. The content of the fifth chapter concerns the issue of computerisation of public administration. The paper finishes with a conclusion presenting foundations on which civil service should be based, and an attempt at indicating the perspectives that currently lay ahead of the civil service
