Polish migration policy management from the perspective of Belarusians.

Celem pracy była analiza zarządzania polityki migracyjnej Polski wobec obywateli Białorusi w latach 2020–2025. Zjawisko migracji białorusinów w Europie Środkowo-Wschodniej nabrało szczególnego znaczenia po 2020 roku, kiedy wydarzenia polityczne na Białorusi doprowadziły do masowego wyjazdu części społeczeństwa, zarówno w celach ekonomicznych, jak i politycznych. W części teoretycznej przedstawiono podstawowe koncepcje związane z migracją i polityką migracyjną, a także omówiono miejsce Polski w kontekście europejskiej polityki wobec migrantów. Zwrócono uwagę na instrumenty prawne, administracyjne i społeczne, które regulują przyjazdy cudzoziemców do Polski.Rozdziały empiryczny pracy poświęcone są analizie migracji obywateli Białorusi do Polski. Na podstawie danych statystycznych UDSC, GUS oraz NBP ukazano skalę i dynamikę tego zjawiska, a także jego konsekwencje dla rynku pracy. Szczególną rolę odegrał program Zwrócono także uwagę na rolę centrów integracyjnych, organizacji pozarządowych i samorządów w procesie adaptacji migrantów.W części badawczej zaprezentowano wyniki własnych badań ankietowych, obejmujących motywacje migracyjne, doświadczenia integracyjne oraz ocenę działań państwa polskiego. Analiza pokazała, że najważniejsze dla Białorusinów w Polsce są stabilność prawna, dostęp do rynku pracy i bezpieczeństwo socjalne. Jednocześnie badani wskazali na niedostateczne wsparcie w zakresie integracji społecznej i ochrony praw człowieka.Przeprowadzone analizy pozwoliły sformułować wniosek, że polityka migracyjna Polski wciąż wymaga dalszego rozwoju, szczególnie w obszarach integracji i spójności społecznej.

The aim of the thesis was to analyze the management of Poland’s migration policy towards Belarusian citizens in the years 2020–2025. The phenomenon of migration of Belarusians in Central and Eastern Europe gained particular significance after 2020, when political events in Belarus led to the mass departure of part of its society, both for economic and political reasons.In the theoretical part, the thesis presents the basic concepts related to migration and migration policy, as well as discusses Poland’s place in the context of European migration policy. Attention is given to legal, administrative, and social instruments that regulate the arrival of foreigners to Poland.The empirical chapters of the thesis are devoted to the analysis of the migration of Belarusian citizens to Poland. Based on statistical data from the Office for Foreigners (UDSC), the Central Statistical Office (GUS), and the National Bank of Poland (NBP), the scale and dynamics of this phenomenon, as well as its consequences for the labor market, were presented. Particular attention was paid to the role of integration centers, non-governmental organizations, and local governments in the process of migrants’ adaptation.In the research section, the results of the author’s own survey were presented, covering migration motivations, integration experiences, and the evaluation of the actions of the Polish state. The analysis showed that the most important aspects for Belarusians in Poland are legal stability, access to the labor market, and social security. At the same time, respondents pointed to insufficient support in the areas of social integration and human rights protection.The conducted analyses allowed for the conclusion that Poland’s migration policy still requires further development, particularly in the areas of integration and social cohesion.
