International Relationship between Balarus and the European Union during the years of 1991-2011

The subject of this work are the relations of Belarus with the European Union in the years 1991-2011. Official relations between the parties were established shortly after the announcement by Belarus a declaration of independence in 1991. However, in response to the authoritarian policy of Lukashenko after 1994, the Union decided to freeze bilateral relations. This situation changed in 2001, when Union recognized their strategy as ineffective and commenced attempts to establish the dialogue with the regime of Lukashenko. A sign of the new policy of opening up was document non-paper entitled “What the Union can give Belarus?” launched in 2006.However only announcement of the Eastern Partnership initiative in 2009 seemed to be a breakthrough for the bilateral relations between Minsk and Brussels. Both sides have often emphasized willingness to take a deeper cooperation. The Union, seeing the important link of the arrangement which was supposed to be a counterbalance to the dominance of Russia on post Soviet areas in Belarus, pursued the too Liberal policy on the regime of Lukashenko. Repressions in a form of arresting oppositionists and members of society after presidential elections in December 2010 were a consequence of the ineffective EU civil policy.Within twenty last years the European Union didn't manage to gain the effective strategy towards Belarus. Both the restrictive politics of the sanction, and the strategy of the dialogue didn't bring the result. What's more, the intensification of the relation after 2008 was a consequence of the political strategy of Lukashenko which treated the vision of the closeness to the Union as the form of influencing to Russia.

Przedmiotem niniejszej pracy są relacje Białorusi z Unią Europejską w latach 1991-2011. Oficjalne stosunki między stronami zostały nawiązane tuż po ogłoszeniu przez Białoruś proklamacji niepodległości w 1991 roku. Jednak w odpowiedzi na autorytarną politykę Łukaszenki po 1994 roku, Unia postanowiła o zamrożeniu dwustronnych relacji. Sytuacja ta zmieniła się w 2001 roku, kiedy to Unia uznała swoją dotychczasową strategię za nieskuteczną i rozpoczęła próby nawiązania dialogu z reżimem Łukaszenki. Przejawem nowej polityki otwarcia był ogłoszony w 2006 roku dokument non-paper zatytułowany Co Unia może dać Białorusi? Jednakże ogłoszenie inicjatywy Partnerstwa Wschodniego w 2009 roku wydawało się być przełomowe dla bilateralnych relacji Mińska z Brukselą. Obie strony często podkreślały chęć i gotowość podjęcia głębszej współpracy. Unia widząc w Białorusi ważne ogniwo układu, który miał być przeciwwagą dla dominacji Rosji na terenach postsowieckich, prowadziła zbyt liberalną politykę wobec reżimu Łukaszenki. Konsekwencją nieudolnej unijnej polityki były represje i aresztowania opozycjonistów i członków społeczeństwa obywatelskiego po wyborach prezydenckich w grudniu 2010. W ciągu ostatnich dwudziestu lat Unii Europejskiej nie udało się wypracować skutecznej strategii wobec Białorusi. Zarówno restrykcyjna polityka sankcji, jak i strategia dialogu nie przyniosły rezultatu. Co więcej, intensyfikacja relacji po 2008 roku była konsekwencją politycznej strategii Łukaszenki, który wizję zbliżenia z Unią traktował jako formę wpływania na Rosję.
