Wraz z przejęciem władzy przez siły zbrojne, które miały miejsce w wielu zdekolonizowanych krajach w latach 50. i 60., literatura nauk politycznych rozwinęła dziedzinę badań zajmującą się rolą jaką odgrywają siły zbrojne w odniesieniu do polityki i społeczeństwa, określaną mianem teorii stosunków cywilno-wojskowych. Za założycieli tej dyscypliny uważa się Samuela Huntingtona i Morrisa Janowitza, których wczesne prace wprowadziły pojęcie profesjonalizmu wojska, i poszukiwały rozwiązań, które miały odwieść siły zbrojne od interwencji w politykę. Ich prace zostały później rozwinięte i uzupełnione przez innych badaczy, m . in. Amosa Perlmuttera i Samuela Finera.Celem tej pracy jest analiza roli jaką Siły Zbrojne Birmy - birm. Tatmadaw - odegrały w polityce Birmy, przy zastosowaniu klasycznych pojęć z zakresu teorii stosunków cywilno-wojskowych. Zbadany zostanie szeroki okres między 1950 a 2015 rokiem by zrealizować następujące cele: 1) wskazać mechanizmy, które doprowadziły do interwencji politycznych birmańskiej armii, 2) wskazać mechanizmy, które kierowały działaniami birmańskiej armii w okresie, gdy sprawowała ona bezpośrednie rządy nad Birmą; oraz 3) wskazać mechanizmy za pomocą których birmańskie siły zbrojne uczyniły siebie trwałym aktorem politycznym birmańskiej polityki. Autor podda analizie różne elementy stosunków cywilno-wojskowych: warunki determinujące powstanie i rozwój Tatmadaw, kształtowanie się instytucjonalnej równowagi w stosunkach cywilno-wojskowych w różnych okresach najnowszej historii Birmy, ewolucję wojskowej doktryny i ideologii, rozwój tzw. tożsamości korporacyjnej Tatmadaw, oraz różne formy wojskowego interwencjonizmu (pretorianizmu), stosowane przez Birmańskie Siły Zbrojne. W ostatnim rozdziale pracy zostanie podjęta próba ewaluacji sytuacji politycznej oraz szans demokratyzacji systemu politycznego Birmy po oficjalnym zakończeniu rządów wojskowych w tym kraju, które nastąpiło w 2011 roku.
With the emergence of military regimes throughout many decolonized states in the 1950s and 1960s, the literature on political science has developed a special interest in investigating the role played by armed forces, regarding politics and society. It has been known in litearture as a theory of civil-military relations. Samuel Huntington and Morris Janowitz are regarded to be the founding fathers of this discipline, with their early works exploring the concepts of professionalism of the military and the ways that it restrains armed forces from intervening into civilian affairs of the state. Their works have been later supplemented and developed by other academics, inter alia, Amos Perlmutter and Samuel Finer.The aim of this thesis is to analyze the role that the Burmese Armed Forces - the Tatmadaw - played in the politics of Burma. As a theoretical basis the classical concepts of the theory of civil-military relations will be examined in the context of modern Burma. A broad period from 1950 to 2015 will be covered, in order to extract mechanisms that introduced Burmese Armed Forces into civilian politics, mechanisms that conducted its performance as a direct ruler and governing force of the state, and the ways through which the Tatmadaw has constituted itself as a permanent political actor in Burma. To illustrate that, Author will analyze various elements of the civil-military agenda: (1) conditions affecting creation and development of the Tatmadaw, (2) the institutional balance of civil-military relations in different periods of the most recent Burmese history, (3) the evolution of the military doctrine and ideology, (4) the development of so called corporate identity, (5) and the different models of military interventionism (praetorianism) that have been represented by the Burmese Armed Forces and still inluence the army. In the last chapter, this thesis will assess the most recent developments in Burma since the formal termination of military rule in 2011 has been established, and the chances for successful democratization of the Burmese political system.
