Crisis management in public administration, taking into consideration the case which took place in the Sośno commune and the Sępólno district in 2017.

Praca licencjacka na temat zarządzania kryzysowego w administracji publicznej z uwzględnieniem przypadku z 2017 roku w gminie Sośno oraz powiecie sępoleńskim.Tezami sformułowanymi na wstępie wypracowania był negatywny wpływ na odbiór całokształtu działań administracji i urzędników przez pryzmat podejmowania działań podczas zarządzania kryzysowego, oraz uznanie aktualnego prawodawstwa w materii zarządzania kryzysowego zbyt wąskim i niedostatecznie wyczerpującym.Tezą dodatkową było stwierdzenie, iż forma informowania obywateli przez organu ma wpływ na ich postrzeganie tych organów przez obywateli.W pierwszym rozdziale wypracowania zawarto definicję jednostek samorządu terytorialnego w Rzeczypospolitej Polskiej. Opisano strukturę i podział organów poszczególnych jednostek samorządowych wraz z ich specyfiką.Zdefiniowano zadania własne oraz zlecone z podkreśleniem zadań szczególnie istotnych w aspekcie zarządzania kryzysowego. Kolejnym etapem pracy jest przybliżenie i zdefiniowanie problematyki zarządzania kryzysowego oraz jego części składowychtakich jak sytuacja kryzysowa, planowanie cywilne czy infrastruktura krytyczna. Po wyjaśnieniu definicji, wymieniono i zdefiniowano organy oraz struktury organizacyjne związane z poszczególnymi etapami zarządzania kryzysowego.Po części merytorycznej, przybliżono genezę przypadku z sierpnia 2017 roku w gminie Sośno oraz powiecie sępoleńskim, gdzie w nocy z 11 na 12 silny front burzowy doprowadził do znacznych zniszczeń infrastrukturalnych. Przedstawiono w jaki sposób żywioł generuje działania administracji publicznej. W części empirycznej przeprowadzono analizę opinii mieszkańców powiatu sępoleńskiego na temat działań organów gminnych przed oraz w trakcie zarządzania kryzysowego w 2017 roku.Po wyprowadzeniu wniosków potwierdzono tezy o zbyt wąskim zakresie, jeśli chodzi o materię prawną zarządzania kryzysowego, oraz uznano, iż formy informowania obywateli przez organy również mają znaczącą rolę. Główna teza głosząca, iż negatywny wpływ na ocenę organów przez obywateli ma sposób działania tych organów podczas zarządzania kryzysowego, została odrzucona.W pracy korzystano z literatury polskiej i w ograniczonym zakresie z zagranicznej. Praca datuje stan prawny na 31 maja 2023 r.

The Bachelor's thesis on crisis management in public administration, taking into consideration the case which took place in the Sośno commune and the Sępólno district in 2017.The negative impact on the perceprion of the overall administration and officials’ activities was formulated with the theseses at the beginning of the elaboration through the prism of taking action during crisis management, and the recognition of the current legislation in the matter of crisis management as too narrow and insufficiently exhaustive.An additional thesis was the statement that the form of informing citizens by the authorities affects their perception of these authorities by citizen was used as an additional thesis.The first chapter of the thesis contains a definition of local government units in the Republic of Poland. The structure and division of bodies of individual local government units along with their specificity are described.Own and assigned tasks have been defined, with the emphasis on tasks that are particularly important in the aspect of crisis management. The next stage of the work is to approximate and define the issues of crisis management and its components such as a crisis situation, civil planning or critical infrastructure. After the definitions’ clarification, the authorities and organizational structures related to the various stages of crisis management were listed and defined.After the substantive part, the genesis of the case in the Sośno commune and the Sępólno district from August 2017, where on the night of 11 to 12 a strong storm front led to significant infrastructural damage, was presented.It was explained how the environment generates the public administration actions.In the empirical part, an analysis of the Sępolno district inhabitans opinions on the activities of municipal authorities before and during crisis management in 2017 was carried out.After the conclusions were drawn, the thesis was confirmed that the scope was too narrow when it comes to the legal matter of crisis management, and it was recognized that the forms of informing citizens by the authorities also play a significant role.The main thesis states that the way these bodies operate during crisis management has a negative impact on the assessment of bodies by citizens has been rejected.The Polish literature was used for the thesis with a limited extent to the foreign literature. The work dates the legal status to May 31, 2023.
