U.S. Relations with Vietnam Between 1975 and 2016

Praca jest poświęcona opisowi nietypowej relacji, jaką współcześnie cieszą się Stany Zjednoczone i Wietnam. Analizie poddano okres od upadku Sajgonu w 1975 r. aż do ostatnich miesięcy prezydentury Baracka Obamy. Celem autora jest wskazanie argumentów potwierdzających tezę o wyjątkowości i wadze sojuszu amerykańsko-wietnamskiego w kontekście współczesnej sytuacji geopolitycznej. Autor poddaje analizie szereg czynników, które doprowadziły do unormowania stosunków dyplomatycznych w 1995 r. i zacieśniania współpracy w obszarze handlu i bezpieczeństwa. Praca składa się z trzech rozdziałów, które stanowią chronologiczny zapis rozwoju tej bilateralnej relacji. Pierwszy z nich poświęcony jest historii Wietnamu, okresowi francuskiej okupacji i wojny wietnamskiej. W rozdziale drugim opisano proces normalizacji stosunków dwustronnych. Dokonano też dogłębnej analizy reform wewnętrznych Wietnamu oraz zmieniającego się od końca zimnej wojny podejścia Waszyngtonu do idei ponownego nawiązania stosunków dyplomatycznych z Hanoi. Ostatni rozdział traktuje o polityce Stanów Zjednoczonych pod rządami prezydenta Baracka Obamy. Szczegółowej analizie poddano kluczowe aspekty współpracy amerykańsko-wietnamskiej: gospodarczy i militarny. W podsumowaniu pochylono się nad aktualnymi problemami w relacjach USA z Wietnamem oraz nad tzw. czynnikiem chińskim, który odegrał zasadniczą rolę w zbliżeniu obu państw.

This paper is devoted to the description of an unusual relationship that the United States and Vietnam enjoy today. The analysis covers the period from the fall of Saigon in 1975 to the last months of Barack Obama's presidency. The aim is to present arguments confirming the thesis of the uniqueness and importance of the American-Vietnamese alliance in the context of the contemporary geopolitical situation. The author analyses a number of factors that led to the normalisation of diplomatic relations in 1995 and the strengthening of cooperation in the area of trade and security. The paper consists of three chapters, which constitute a chronological record of the development of this bilateral relationship. The first one is devoted to the history of Vietnam, the French occupation and the Vietnam War. The second chapter describes the process of normalization of bilateral relations. There is also an in-depth analysis of Vietnam's internal reforms and Washington's approach to the idea of re-establishing diplomatic relations with Hanoi, which has changed since the end of the Cold War. The last chapter deals with the policy of the United States under President Obama. The key aspects of US-Vietnam cooperation - economic and military - are analysed in detail. The summary focuses on the current problems in US-Vietnam relations and the so-called Chinese factor, which played an essential role in bringing the two countries closer together.
