The role and position of the Marshal of the Sejm at the polish parliament

Praca magisterska dotyczy pozycji i roli Marszałka Sejmu w polskim parlamencie. Rozdział pierwszy mówi o ustroju parlamentu, zakresie jego działalności i związanych z nim funkcjach oraz zasadzie autonomii. Rozdział drugi zawiera charakterystykę organów Sejmu (Marszałka Sejmu, Prezydium Sejmu, Konwent Seniorów oraz komisji sejmowych).Rozdziały trzeci i czwarty to powoływanie, odwoływanie oraz status prawnoustrojowy Marszałka Sejmu oraz jego kompetencje, zarówno wewnątrzsejmowe, jak i pozaparlamentarne. Piąty rozdział to ukazanie instytucji przewodniczącego parlamentu w wybranych krajach europejskich (Wielka Brytania, Niemcy i Francja).Rozważania zawarte w pracy dotyczą zakresu kompetencji Marszałka Sejmu, roli jaką powinien odgrywać na scenie parlamentarnej, problemów neutralności politycznej Marszałka oraz tego, jakie atrybuty powinien posiadać by być modelowym Marszałkiem.

Master's thesis concerns the position and role of the Marshal of the Sejm at the polish parliament. The first chapter says about the form of government at the parliament, his range of activities and related functions and principle of the autonomy of the parliament.The second chapter includes the characteristics of the bodies of the Sejm (Marshal of the Sejm, Presidium of the Sejm, Konwent of Seniors and parliamentary commissions)Third and fourth chapters are about Marshal's legal status, his appointment and revocation and, finally, his powers both within the parliamentary and extra-parliamentary.Finally, the fifth chapter of master's thesis presents Marshals (Speakers) of the parliaments in selected European countries such as Great Britain, Germany and France.The considerations in the thesis relates to the competences of the Marshal, the role he or she should play on the stage of parliamentary, the problems of political neutrality of the Marshal and, at last, what kind of attributes should have to be a model Marshal.
