Cultural non-governmentals. The attempt to diagnose the functioning of chosen Krakow non-governmental organisations operating in the sphere of culture

Praca jest próbą diagnozy stanu organizacji pozarządowych działających w sferze kultury oraz analizy tendencji pojawiających się na polu III sektora na przykładzie krakowskich organizacji. Przedstawia je na tle warunków ich działania określanych przez ramy prawne, politykę publiczną oraz otoczenie społeczne. Badanie krakowskich organizacji autorka przeprowadziła metodą jakościowych wywiadów pogłębionych z przedstawicielami wybranych podmiotów. Uzupełnia je analiza dostępnych danych statystycznych z ogólnopolskich badań sektora. Autorka kładzie nacisk na wątki związane z profesjonalizacją III sektora, umiejętnościami zarządzania organizacją oraz budowaniem relacji z otoczeniem. Rezultatem pracy jest także wyróżnienie tendencji zachodzących w środowisku organizacji pozarządowych, między innymi: oligarchizacji, ngoizacji czy upaństwowienia. Podsumowanie stanowi analiza szans i zagrożeń rozwoju organizacji pozarządowych prowadzących działalność kulturalną w Krakowie.

This thesis is an attempt to diagnose the state of NGOs operating in the sphere of culture and analyse the trends emerging in the field of third sector organizations with Krakow being an example. These organisations are presented together with the background conditions of their operation such as the legal framework, public policy and social environment. The study of the Krakow NGOs was conducted by way of in-depth interviews with the representatives of selected entities. It is supplemented by the analyses of the statistical data available from the nationwide surveys related to this sector. The author focuses on topics related to the professionalization of the third sector, management skills required when running such organisations and building relationships with the environment. The analysis made for the purposes of this thesis results in the indication of tendencies currently present in the NGOs sector, inter alia the focus on larger organisations resulting in the lack of interest on developing new and/or smaller ones, the institutionalisation of the NGOs structures causing the diversion from the initial goals and finally, for some of NGOs, their nationalisation. The thesis is concluded by the analyses of the opportunities and threats to the development of NGOs involved in cultural activities in Krakow.
