„Ethnic Climates - an example of multiculturalism in Krakow TV”.

Głównym celem pracy pt. „Wielokulturowość Telewizji Kraków na przykładzie programu Etniczne Klimaty” było ukazanie, poprzez konkretną audycję, w jaki sposób krakowski oddział TVP realizował „misję publiczną” mediów w zakresie programów dla mniejszości narodowych i etnicznych. W Polsce jest 13 ustawowo uznanych mniejszości narodowych i etnicznych. Obowiązek realizacji programów telewizyjnych dla nich został uwzględniony w „misji publicznej” mediów określonej w Ustawie o radiofonii i telewizji z 1992 r. Telewizja Kraków realizowała ten obowiązek poprzez program „Etniczne Klimaty”, który poruszał kwestie historii, kultury, tradycji i obyczajów mniejszości. Produkcja audycji wstrzymana została w marcu 2010 r., z przyczyn finansowych, a za sprawą nowych postanowień Krajowej Rady Radiofonii i Telewizji, „Etniczne Klimaty” przestały być zaliczane do programów dla mniejszości, gdyż były nadawane po polsku, a ich bohaterami byli również imigranci. Praca ogólnie ma charakter teoretyczno-empiryczny. Została przygotowana na podstawie adekwatnej do tematu literatury, artykułów internetowych, ustaw i konwencji oraz materiałów wewnętrznych TVP Kraków. W ramach pracy przeprowadzone zostały badania ankietowe, które pokazały, że „Etniczne Klimaty” nie są znane ankietowanym, a program nadawany po polsku z napisami w językach mniejszości, zdaniem 50 proc. respondentów nie może być uznany za program dla mniejszości.

The main aim of the thesis entitled: „Ethnic Climates - an example of multiculturalism in Krakow TV” was to show, through a specific television program how the Krakow branch of Polish TV carry out "public mission" of the media in programs for national and ethnic minorities.In Poland there are 13 legally recognized national and ethnic minorities. Implementation of TV programs for these minorities was included in the "public mission" of media, defined in the Act on Broadcasting in 1992. Krakow TV implemented this obligation through "The Ethnic Climates" program, which was about the history, culture, traditions and customs of ethnic minorities. The production of the program was halted in March 2010 for financial reasons and because the new legislation of the National Council of Radio and Television. "Ethnic Climates" ceased to be included in programs for minorities, because the broadcast was in Polish and the characters of the program were not only minorities but also immigrants.The thesis, in general, is theoretical and empirical. It has been written on the basis of adequate literature, web articles, laws and conventions and internal materials from Krakow TV. After carrying out surveys as part of this thesis, it would appear that "The Ethnic climates" is not a highly recognised television program by the surveyed. According to 50 percent of the respondents, the program should not be considered as a program for minorities. This is due to the fact that the program broadcast is in Polish with subtitles in the languages of the ethnic minorities.
