Niniejsze opracowanie ukazuje wschodnią granicę Polski jako zewnętrzną granicę Unii Europejskiej. W opracowaniu wskazane zostały szczególne cechy i funkcje, jakie spełnia granica Wspólnoty. Główną hipotezą jest stwierdzenie, że wschodnia granica Polskie stanowi ważny element zabezpieczenia i ochrony wszystkich państw członkowskich Unii. To, w jakim stopniu Rzeczpospolita prawidłowo wypełnia to zadanie, wpływa na prawidłowe funkcjonowanie, postępującą integrację europejską. W Pracy zostały omówione podstawowe cele, w jakich powstawały granice oraz jak ewoluowała ich rola w zmieniającym się środowisku międzynarodowym. Okresem badanym są lata od upadku ZSRR, do współczesności. Przedstawiona została rola Polski w systemie zabezpieczenia granic Unii oraz zmiany konieczne do wprowadzenia wymogów strefy Schengen. Rozdziały opisują m.in obostrzenia konieczne do wypełniania misji zabezpieczenia granicy. Omówione zostały szczegóły działania Systemu Informacyjnego Schengen drugiej generacji (SIS II). To właśnie jego wykorzystanie znacznie zwiększa wykrywalność przestępstw granicznych. Zarysowany został również przepływ ludzi, usług, towarów i kapitału przez wschodnią granicę Polski. Wspólne dla Rosji, Białorusi i Ukrainy cechy granicy wschodniej uwidaczniają jej integrowany charakter. Zadanie wykonywane przez funkcjonariuszy na wschodniej granicy zostało określone jako zadanie wszystkich państw członkowskich. Podkreśla to rangę kwestii bezpieczeństwa i kontroli na terenie całej Unii Europejskiej. Dalsze fragmenty skupiają się na przedstawieniu formacji Polskiej Straży Granicznej, Polskiej Służby Celnej oraz Europejskiej Agencji Straży Granicznej i Przybrzeżnej (FRONTEX). Ich podstawowa rola zabezpieczenia terytorium Wspólnoty ma kluczowe znaczenie dla funkcjonowania całej UE. Ostatni rozdział ma na celu ukazanie współpracy gospodarczej Polski z partnerami zza wschodniej granicy. Poruszone zostały istotne zmiany warunków handlu, jakie nastąpiły po wejściu Polski do Unii Europejskiej. Przeanalizowana została również struktura wydatków cudzoziemców w Polsce oraz projekty transgraniczne realizowane w ramach UE. Podejmowane próby współpracy obejmują zarówno gospodarkę, jak i kulturę i historię. Praca porusza także instytucje Małego Ruchu Granicznego oraz jego wpływ na rozwój obszarów przygranicznych w Polsce, na Ukrainie i w Rosji.
This study shows the eastern border of Poland as the external border of the European Union. The study identifies specific features and functions that the Community border meets. The main hypothesis is that the eastern Polish border is an important element of protection and protection of all EU member states. To what extent the Republic of Poland correctly fulfills this task, affects the proper functioning and progressing European integration. In Work, the basic goals in which borders were created and how their role evolved in the changing international environment were discussed. The period considered is the years since the collapse of the USSR, to the present day. The role of Poland in the system of securing the Union's borders and the changes necessary to implement the Schengen zone requirements were presented. Chapters describe, among others restrictions necessary to fulfill the border security mission. The details of the operation of the second generation Schengen Information System (SIS II) were discussed. It is its use that significantly increases the detection of border crime. The flow of people, services, goods and capital was also drawn through the eastern border of Poland. Common features of the Eastern border for Russia, Belarus and Ukraine make its integrated nature visible. The task performed by officers on the eastern border was defined as the task of all member states. This underlines the importance of security and control issues throughout the European Union. Further fragments focus on the presentation of the Polish Border Guard formation, the Polish Customs Service and the European Border and Coast Guard Agency (FRONTEX). Their essential role in securing the territory of the Community is crucial for the functioning of the entire EU. The last chapter aims to show Poland's economic cooperation with partners from beyond the eastern border. Significant changes in trade conditions that took place after Poland's accession to the European Union were discussed. The structure of expenses of foreigners in Poland and cross-border projects implemented within the EU were also analyzed. The attempts of cooperation include both the economy, as well as culture and history. The work also touches the institutions of the Small Border Movement and its impact on the development of border areas in Poland, Ukraine and Russia.
