An executive organ in a local administration of a commune council as a politician and a manager

Niniejsza praca poświęcona została tematyce samorządowej, a zwłaszcza działalności lokalnych liderów. Podmioty te, będąc organami wykonawczymi gminy, są odpowiedzialne za realizację potrzeb gminnych społeczności, a także za prawidłowe wykonywanie zadań lokalnych. W pracy zwrócono uwagę na cechy przywódców, tj.: zdolność menadżerską i polityczną. Przywódcę samorządowego przedstawiono jako zarządcę, gospodarza, działacza politycznego oraz osobę biorącą aktywny udział w życiu publicznym. W pracy przedstawiono genezę i krótki zarys dziejów wójta, burmistrza i prezydenta miasta. Poza tym opisano modele zarządzania gminami w państwach europejskich. Omówiono także etapy tworzenia samorządu terytorialnego III RP, w tym ujęto pierwsze regulacje ustawowe i ich interpretacje. Poświęcono uwagę kwestii statusu prawnego wójta, burmistrza, prezydenta miasta, w tym opisano ewolucję pozycji wójta. Przedstawiono także zadania i kompetencje lidera lokalnego oraz rozwój prawodawstwa określającego zakres działalności wójta. Skupiono się na prawnych i empirycznych aspektach funkcjonowania samorządowych liderów III RP. Zbadano również problemy związane z procedurą bezpośredniego wyboru lokalnego lidera. Dodatkowo sklasyfikowano najważniejszego urzędnika w gminie jako niezależnego samorządowca. Dokonano też charakterystyki działalności wykonawczej na przykładzie gminy Ulanów (woj. podkarpackie).Praca w zamyśle ma stać się impulsem do pogłębienia badań nad przywódcami samorządowych wspólnot.

The following thesis has been devoted to the subject matter of a self-government, especially to the local leaders’ activity. These subjects, while being executive organs of a local administration of a commune council, are responsible for the realisation of communal societies’ needs, as well as for proper executing local tasks. In the thesis the author has paid attention to the leaders’ characteristics, such as: manager and political ability. A leader of a self-government has been presented as a manager, a landlord, a political activist and a person taking active part in a public life.In the thesis the genesis and a brief description of a village mayor, a mayor and a city mayor’ history have been presented. Apart from that, there have been described models of administering communities in the European countries. The author has also discussed the stages of constructing the territorial self-government of the third Republic of Poland, including the first statutory regulations and their interpretations. The attention has been given to the matter of the legal status of a village mayor, a mayor and a city mayor, including the development of a village mayor’s status. There have been also presented the local leader’s tasks and competences and the development of a legislation defining the scope of a village mayor’s activity. The author has focused on legal nad empirical aspects of functioning of local leaders of the third Republic of Poland. Problems connected with the procedure of a local leader’s direct election have been studied. Additionally the most important official in a commune council has been classified as an independent local activist. Likewise, a characteristics of an executive activity has been made on the example of the Ulanów commune council (podkarpackie province).The thesis, in its conception, is to become a stimulus to study local communities’ leaders more thoroughly.
