Challenges to the functioning of the UN Security Council

Praca ma na celu syntetyczne przedstawienie wyzwań, z którymi mierzy się Rada Bezpieczeństwa funkcjonując w swoim aktualnym kształcie. Na początku przedstawiono kwestie teoretyczne i historyczne - rozwój idei organizacji międzynarodowych, powstanie Ligi Narodów, później Organizacji Narodów Zjednoczonych jako jej sukcesora, kończąc na przeformułowaniu roli organizacji międzynarodowych, które nastąpiło w XX wieku. Później omówione w pracy zostały kwestie formalno-prawne dotyczące funkcjonowania Rady - struktura, podstawy prawne jej funkcjonowania, zakres przedmiotowy kompetencji Rady, procedura podejmowania decyzji w Radzie. Ostatnia część skupia się na omówieniu praktycznych aspektów związanych z działalnością Rady - od zwiększonej aktywności w kontekście postzimnowojennym, przez między innymi wyzwania XXI wieku i spotkania w formule Arria, aż po kwestie reformy Rady i projekty dotyczące tej reformy. Ostatecznie w pracy udało się zidentyfikować wyzwania stojące przed Radą oraz określić kontekst w jakim Rada aktualnie się znajduje, co pozwoliło na szersze zrozumienie problematyki wspomnianych wyzwań oraz tego z czego wynikają.

The paper aims to synthesise the challenges faced by the Security Council functioning in its current form. First, the theoretical and historical issues are presented - the development of the idea of international organisations, the emergence of the League of Nations, later the United Nations as its successor, ending with the reformulation of the role of international organisations that took place in the 20th century. Later, the work discusses formal and legal issues concerning the functioning of the Council - the structure, the legal basis of its functioning, the scope of the Council's subject-matter competences, the Council's decision-making procedure. The last part focuses on discussing the practical aspects related to the Council's activities - from the increased activity in the post-Cold War context, the challenges of the 21st century and the Arria format meetings, among others, to the issues of the Council's reform and projects concerning this reform. Ultimately, the work succeeded in identifying the challenges facing the Council and the context in which the Council currently finds itself, which allowed for a broader understanding of the issues of the aforementioned challenges and what they stem from.
