Association Agreement between the European Union and Ukraine.

Niniejsza praca przedstawia dynamikę negocjacji dyplomatycznych między Unią Europejską a Ukrainą w sprawie umowy stowarzyszeniowej. Jest ona bowiem najbardziej zaawansowaną formą współpracy, którą może zawrzeć UE z państwami trzecimi.Praca bazuje na przedstawieniu i przeanalizowaniu całego procesu negocjacyjnego od 2007 r. do 2017 r., a zarazem pokazaniu efektów tych negocjacji w postaci wejścia w życie i realizacji umowy stowarzyszeniowej. Pierwsza część pracy opisuje genezę i ewolucję Partnerstwa Wschodniego, jego najważniejsze cele, a także rozwój stosunków między Ukrainą a Unią. Dla państwa ukraińskiego projekt ten jest ważny pod względem możliwości stania się pełnoprawnym członkiem Unii Europejskiej. Druga część przedstawia szczegółowe informacje dotyczące bezpośredniego przebiegu negocjacji. Pokazuje w jaki sposób Ukraina wypełniła warunki postawione przez UE w celu podpisania umowy. Zwrócono uwagę na postawę władz ukraińskich w tym procesie oraz przyczyny nie podpisania umowy stowarzyszeniowej w 2011 r. W trzeciej części dokonano analizy prawno-politycznej najważniejszych punktów umowy stowarzyszeniowej: aspektów politycznych, kwestii ekonomicznych oraz kontaktów międzyludzkich. Omówiono co udało się zrealizować od jej wejścia w życie we wrześniu 2017 r.

This work presents the dynamics of diplomatic negotiations between the European Union and Ukraine regarding the Association Agreement. It is the most advanced form of cooperation that the EU can conclude with third countries. The work is based on presenting and analyzing the entire negotiation process from 2007 to 2017, and at the same time showing the effects of these negotiations in the form of entry into force and implementation of the association agreement. The first part of work describes the genesis and evolution of the Eastern Partnership. It’s most important goals, as well as the development of relations between Ukraine and the Union. For the Ukrainian state, this project is important in terms of the possibility of becoming a full member of the European Union. The second part presents detailed information on the direct course of negotiations. It shows how Ukraine fulfilled the conditions set by the EU to sign a contract. Attention was paid to the attitude of the Ukrainian authorities in this process and the reasons for not signing the Association Agreement in 2011. In the third part, the most important points of the Association Agreement were analyzed: political aspects, economic issues and interpersonal contacts. It discusses what has been achieved since its entry into force in September 2017.
