Reasons for the fragmentation of the 1st term Sejm of the Republic of Poland (1991-1993) : the analysis of variants of the distribution of seats

Celem artykułu jest analiza wyników wyborów do Sejmu RP I kadencji (1991-1993). Aby wskazać przyczyny rozdrobnienia parlamentu, autor dokonuje podziału mandatów w każdym z 37 okręgów wyborczych oraz z list ogólnopolskich zgodnie z założeniami trzech metod: Hare-Niemeyera, Sainte-Laguë i d'Hondta. Założeniem publikacji jest wykazanie, że zmiana ordynacji wyborczej nie wpłynęłaby znacznie na kształt parlamentu, który nadal byłby bardzo podzielony.

The aim of the article is to analyse the results of the elections to the 1st term Sejm of the Republic of Poland (1991-1993). The Author distributes the seats in each of the 37 constituencies and national lists in accordance with the Hare-Niemeyer method, the Sainte-Laguë method and the D'Hondt method in order to show the reasons for the parliamentary fragmentation. The main thesis is that had any change in the method for allocating seats been introduced, it would not have had a significant impact on the election results. Thus, the Sejm would still be very politically divided.
