Community policing in American suburbs

Praca omawia rozwój i działanie policji środowiskowej w Stanach Zjednoczonych. Głównym tematem pracy jest funkcjonowanie policji oraz grup sąsiedzkich powstałych w odpowiedzi na zachodzące zmiany kulturowe i polityczne. Przedstawiono ramy definicyjne community policing oraz teorie związane z bezpieczeństwem. Scharakteryzowano amerykańskie przedmieścia oraz wskaźniki zagrożeń z uwzględnieniem nastrojów społecznych. Finalnie omówiona została rola społeczeństwa w przeciwdziałaniu przestępczości, relacje społeczeństwa z lokalną policją oraz wpływ policji środowiskowej na bezpieczeństwo. Uwzględnione zostały studia przypadków, w których źródłem konfliktu były napięcia rasowe. W pracy wskazane zostało, że obecne metody działania policji oparte na paradygmacie policji środowiskowej nie są przystosowane do radzenia sobie z problemami związanymi z rozwarstwieniem społecznym oraz z różnorodnością etniczną lokalnych społeczności.

This thesis examines the evolution and implementation of community policing in the United States. The primary focus of this thesis is an examination of the operational dynamics between policing agencies and neighborhood groups that have emerged in response to the cultural and political shifts currently underway. The definitional framework of community policing and the pertinent theories related to security are presented. American suburbs are defined in terms of both their characteristics and the indicators of potential hazards, including public sentiment. In conclusion, the role of the community in crime prevention, the relationship between the public and local police, and the impact of community policing on security are discussed. The thesis also includes case studies in which racial tensions were the source of conflict. It is argued that current policing methods based on the community policing paradigm are not adapted to deal with problems of social stratification and ethnic diversity in local communities.
