Management in the Prison Service in Poland and the Penitentiary System against the challenges of multiculturalism

Celem pracy było ukazanie struktury zarządzania w instytucji Służby Więziennej oraz przedstawienie wyzwań jakie stoją przed Systemem Penitencjarnym wobec wyzwań wielokulturowości w więzieniach. Autorka dokonała tego poprzez dogłębną analizę źródeł literatury oraz aktów prawnych, obrazujących jakie problemy i wyzwania stoją przed omawianą instytucją. Przeprowadziła również własne badania ankietowe, z analizy których wywnioskowała, że w wyobrażeniach ankietowanych osób dominuje negatywny wizerunek osoby skazanej. Są oni bardzo często postrzegani jako degeneraci, narkomani, alkoholicy, a nawet mordercy. Społeczeństwo stygmatyzuje osoby pozbawione wolności i dokonuje samosądów obwiniając ich za przestępstwa, których się nie dopuścili. Autorka wskazuje również, że w polskim więziennictwie następują ciągłe przemiany i modyfikacje. Część tych przemian wynika z niezbędności wdrożenia jednostek penitencjarnych do zmian zachodzących w dynamicznie zmieniających się przepisach prawa. Innego rodzaju reorganizacja wynika ze zobowiązania do tworzenia warunków na rzecz bezpieczeństwa uwzględniając przy tym wszelkie potrzeby służby penitencjarnej.

The aim of this work was to show the management structure in the institution of the Prison Service and to present the challenges facing the Penitentiary System in relations to multiculturalism in prisons. The author did so through an in-depth analysis of the sources of literatire and legal acts, showing what problems and challenges the institution is facing. She also conducted her own survey, from the analysis of which she concluded that a negative image of the convicted person dominates in the images of the persons surveyed. They are very often seen as degenerates, drug addicts, alcoholics and evn murderers. Society stigmatizes people deprived of their liberty and makes self-judgements by blaming tchem for crimes they did not commit. The autor also points out that there are constant changes and modifications in the Polish prison system. SOme of these changes result from the necessity to implement penitentiary units to the changes taking place in the dynamically changing legal regulations. Another type of reorganisation is based on the obligation to create conditions for security while taking into account all the needs of the penitentiary.
