Controlling in the implementation of municipal public services. Case study of the Gnojnik commune

Niniejsza praca dotyczy koncepcji controllingu w realizacji usług publicznych gminy. Celem pracy jest zbadanie, czy Gmina Gnojnik zna i wykorzystuje w swoich działaniach koncepcję controllingu. Praca składa się z dwóch rozdziałów teoretycznych oraz rozdziału badawczego. Rozdział pierwszy poświęcony jest usługom publicznym, to próba ich zdefiniowania oraz klasyfikacji a także dokonanie opisu procesu monitoringu i kontroli usług publicznych. Drugi rozdział porusza temat controllingu, tj. jego istoty, zadań, instrumentów jakimi się wspomaga oraz barier jakie mogą zajść podczas jego implementacji. Z kolei, badania przedstawione w rozdziale trzecim są potwierdzeniem postawionej w pracy hipotezy.

This work concerns the concept of controlling in the implementation of municipalities public services. The aim of the study is to investigate whether the Gnojnik Commune knows and uses the concept of controlling in its activities. The work consists of two theoretical chapters and a research chapter. The first chapter is devoted to public services, it is an attempt to define and classify them, as well as to describe the monitoring and control process of public services. The second chapter deals with the topic of controlling, i.e. its essence, tasks, instruments with which it is supported and barriers that may arise during its implementation. The research presented in chapter three confirms the hypothesis put forward in the study.
