PESEL NUMBER WITH THE UKR STATUS

Praca licencjacka dotyczy numeru PESEL ze statusem UKR - identyfikatora przypisanego uchodźcom z Ukrainy, którzy po 24.02.2022 r. znaleźli schronienie na terytorium Rzeczypospolitej Polskiej. Celem pracy jest przedstawienie skutków ukonstytuowania nowego statusu przypisanego do numerów PESEL zarówno dla ich posiadaczy, jak i dla jednostek administracji publicznej. Na podstawie analizy aktów prawnych, regulujących zagadnienia związane ze statusem UKR, oraz odpowiedniej literatury, w poszczególnych rozdziałach zostały opisane kwestie związane z procesem uzyskania i utraty statusu UKR, a także korzyści i prawa wynikające z jego posiadania. Ponadto celem niniejszej pracy jest również ukazanie tego w jaki sposób numer PESEL jest wykorzystywany w różnych dziedzinach życia, w tym w administracji państwowejczy w systemie ubezpieczeń społecznych. Przedmiotem podjętych w niniejszej pracy rozważań jest również ukazanie zmian związanych z uzyskaniem statusu UKR, który został uchwalony w celu zabezpieczenia dla obywateli Ukrainy pomocy humanitarnej, zdrowotnej lub finansowej.

The bachelor thesis focused on the PESEL number with the UKR status, which is an identifier assigned to Ukrainian refugees who found shelters in the territory of the Republic of Poland after 24.02.2022 r. The aim of the thesis is to present the effects of establishing the new status assigned to PESEL numbers for both, their holder and public administration units. Based on the analysis of legal acts regulating issues related to the UKR status, as well as relevant literature, the chapters describe the subjects of process of obtaining or losing the UKR status, benefits and rights resulting from it possession. In addition, the purpose of this work is also to show how the PESEL number is used in various areas of life, including state administration and the social security system. The subject of the considerations undertaken in this work is also to show the changes related to obtaining the status of the UKR, which was enacted in order to secure humanitarian, health or financial assistance for Ukrainian citizens.
