The Impact of the Asian Financial Crisis on South Korea's Neoliberal Transformation

Praca ma na celu zbadanie kluczowego momentu w współczesnej historii Korei Południowej – azjatyckiego kryzysu finansowego – z perspektywy jego istotnego wpływu na implementację neoliberalnych reform w kraju. W początkowej części pracy zarysowaniu uległa doktryna neoliberalizmu z uwzględnieniem nieprecyzyjności tego terminu oraz jego znaczenia, wykraczającego poza rozumienie ściśle ekonomiczne. W dalszej kolejności skoncentrowano się na przybliżeniu genezy azjatyckiego kryzysu finansowego, szczególnie mając na względzie jego skutki, a także warunkowy charakter pomocy zaoferowanej przez Międzynarodowy Fundusz Walutowy. Finalnie uwaga została poświęcona trzem obszarom: stosunkom pracy, naturze demokracji oraz przemianie koreańskiej podmiotowości pod wpływem pokryzysowych rządów, które wyodrębniono jako ilustrujące proces neoliberalnej transformacji. Poczynione obserwacje skłoniły do przyjęcia stanowiska, że neoliberalna polityka gospodarcza narzucona przez Międzynarodowy Fundusz Walutowy jako warunek udzielenia wsparcia Korei Południowej posłużyła jako impuls do szeroko zakrojonego wdrożenia założeń doktryny neoliberalnej, głównie poprzez działania na szczeblu władzy publicznej. Proces ten w sposób istotny wpłynął na kształt i charakter koreańskiego społeczeństwa.

This paper aims to analyse a pivotal moment in South Korea’s modern history – the Asian Financial Crisis – from the perspective of its significant impact on the country’s implementation of neoliberal reforms. The initial part of the work describes the doctrine of neoliberalism, taking into account the imprecision of this term and its meaning that goes beyond the strictly economic understanding. Subsequently, attention was focused on outlining the origins of the Asian Financial Crisis, especially considering its effects, as well as the conditional nature of the aid offered by the International Monetary Fund. Finally, attention was devoted to three areas: labor relations, the nature of democracy, and the transformation of Korean subjectivity under the influence of post-crisis governance, which were distinguished as illustrative of the process of neoliberal transformation. Based on observations, it was concluded that the neoliberal economic policy imposed by the International Monetary Fund as a condition for support for South Korea, served as an impulse for the broad implementation of the neoliberal doctrine, primarily through actions taken by public authorities. This process significantly influenced the shape and character of Korean society.
