The role of US intelligence agencies in light of the September 11, 2001 attacks

Zamachy terrorystyczne na World Trade Center i Pentagon należą do jednych z najważniejszych i najtragiczniejszych momentów w historii Stanów Zjednoczonych. Zapoczątkowały one długotrwałą wojnę w terroryzmem, odmieniając politykę bezpieczeństwa narodowego administracji ówczesnego prezydenta, George’a W. Busha. Stanowiły także impuls do zreformowania systemu wywiadowczego w Stanach Zjednoczonych. Jednym z najbardziej widocznych rezultatów tych wydarzeń była restrukturyzacja agencji odpowiedzialnych za bezpieczeństwo narodowe oraz zwiększona współpraca między nimi. W niniejszej pracy analizowana jest problematyka związana z działaniami amerykańskich służb wywiadu w kwestii przeciwdziałania terroryzmowi. W pracy podjęto próbę odpowiedzi na pytanie: co doprowadziło do opóźnienia rozpoznania zagrożenia terrorystycznego? Analiza obejmuje trzy istotne okresy historyczne, które miały znaczący wpływ na ewolucję i reorganizację funkcjonowania amerykańskich agencji rządowych. Analiza wykazała, że, głównymi wadami omawianego systemu bezpieczeństwa były: anachroniczność i niedostosowanie do ówczesnych zagrożeń oraz brak integracji pomiędzy poszczególnymi jednostkami. Zwrócono uwagę również na doświadczenia Stanów Zjednoczonych w procesie reformowania systemu, które mogą stanowić inspirację dla innych państw.

The terrorist attacks on the World Trade Center and the Pentagon are among some of the most important and tragic moments in U.S. history. They launched a long-lasting war on terrorism, transforming the national security policy of the administration of then-President George Bush. They also provided the impetus for reforming the intelligence system in the United States. One of the most visible results of these events was the restructuring of the agencies responsible for national security and increased cooperation between them. This paper examines the issues related to the activities of the US intelligence services in the issue of counterterrorism. The work attempts to answer the question: what led to the delay in the recognition of the terrorist threat? The analysis covers three important historical periods that had a significant impact on the evolution and reorganization of the functioning of US government agencies. As it turned out, the main shortcomings of the security system in question 4were its obsolescence and inadequacy to the threats of the time, as well as the lack of integration between the various units. Attention was also paid to the experience of the United States in this area, which can serve as an inspiration for other countries.
