Little big league players. The strategic autonomy of the European Union in the Benelux countries’ perspective

Celem niniejszej pracy licencjackiej jest zbadanie znaczenia i możliwości rozwoju strategicznej autonomii Unii Europejskiej, poprzez przyjęcie perspektywy państw Beneluksu (Belgii, Niderlandów i Luksemburga). Na początku, autorka zdecydowała się na przedstawienie rysu historycznego idei strategicznej autonomii Unii Europejskiej, jej czołowych aspektów i wyzwań dla jej realizacji w kontekście ogólnowspólnotowym. Następnie, zaprezentowana zostaje podstawa teoretyczna, w postaci wyjaśnienia źródeł i sposobów zachowań państw małych w stosunkach międzynarodowych, omówienie teorii poszukiwania statusu oraz zarysowanie pozycji państw Beneluksu w UE i stosunku Unii Beneluksu do koncepcji autonomicznej Europy. Zasadniczą część pracy stanowią trzy rozdziały poświęcone analizie działań podejmowanych przez Belgię, Niderlandy i Luksemburg. Nacisk został położony w szczególności na obszary polityki zagranicznej i obronnej, polityki europejskiej, działania na płaszczyźnie wielostronnej, współpracę rozwojową oraz politykę innowacji, przy jednoczesnym uwzględnieniu obszarów szczególnych dla specyfiki każdego z analizowanych podmiotów.

The aim of this thesis is to explore the importance and possibilities of developing the strategic autonomy of the European Union by adopting the perspective of the Benelux countries (Belgium, the Netherlands and Luxembourg). At the beginning, the author decided to present the historical outline of the idea of strategic autonomy of the European Union, its leading aspects and challenges of its implementation in the context of the whole Community. Then, the theoretical basis is presented in the form of an explanation of the sources and ways of behavior of small states in international relations, a discussion of the theory of status-seeking and and explanation of the position of the Benelux countries in the EU and the attitude of the Benelux Union to the concept of an autonomous Europe. The main part of the work consists of three chapters devoted to the analysis of actions taken by Belgium, the Netherlands and Luxembourg. Emphasis was placed in particular on the areas of foreign and defense policy, European policy, activities at the multilateral level, development cooperation and innovation policy, while taking into account areas specific to the character of each of the analyzed entities.
