The role and activities of contemporary Polish intelligence agencies in shaping the national security of the Republic of Poland

Współczesny świat, pod wpływem ludzkich zachowań ciągle się zmienia, a wraz z nim zmieniają się zagrożenia stojące przed współczesnym państwem demokratycznym. Ciągle ewolująca gama zagrożeń wyznacza rolę i kierunek działalności instytucji odpowiedzialnych za bezpieczeństwo państwa jakimi są służby specjalne. Wszystkie elementy polskich służb specjalnych, w tym ich struktura organizacyjna, ustawowe zadania i cele, formy działalności, usytuowanie w systemie organów państwowych, a także zakres kontroli i nadzoru cywilnego nad nimi wyznacza poziom bezpieczeństwa państwa jaki kreują te służby. Celem tej pracy jest ukazanie w kompleksowy sposób miejsca i roli jaką pełnią współczesne służby specjalne funkcjonujące w Polsce. Początek pracy przedstawia podstawowy zakres definicji jakie powinny być kojarzone ze służbami specjalnymi, a także ich genezę zarówno na świecie jak i w Polsce. Następnie ukazany jest status prawnoustrojowy, jaki posiadają służby specjalne na mocy obowiązującego ustawodastwa w systemie instytucjonalnym RP. Przedstawione są także formy działań jakimi posługują się polskie służby specjalne oraz uprawnienia jakie mogą stosować. Następna część pracy przedstawia niezwykle ważne zjawisko jakim jest cywilna kontrola i nadzór sprawowana przez organy władzy nad służbami specjalnymi w Polsce. Końcowa część pracy ukazuje wybrane obszary działalności współcześnie działających w RP służb specjalnych, jednocześnie wymieniając zagrożenia i wyzwania jakie stoją przed nimi stoją. Finalnym stwierdzeniem autora jest fakt, iż współczesne polskie służby specjalne dobrze spełniają swoje zadanie w kwestii zapewnienia bezpieczeństwa państwy polskiemu, choć niektóre rozwiązania wciąż mogą się poprawić.

A modern world, under the influence of human behaviour is constantly changing and along with it the threats which face the contemporary democratic state are changing. Constantly evolving range of threats establishes the role and line of directions of the institutions responsible for the national security which are intelligence agencies. All elements of the polish intelligent agencies, including their organizational structure, statutory objectives and tasks, site in the system of state organs, as well as the scope of civilian control and oversight determines the level of security of the state, which this agencies create. The aim of this thesis is to show in a comprehensive manner the place and role of the intelligence agencies operating in Poland. The thesis begins by showing the basic range of definitions that should be assosiated with intelligence agencies, as well as their genesis both worldwide and specifically in Poland. Next, this work shows legal and institutional status of the Polish intelligence agencies that they possess under the applicable law in the institutional system that exiists in Poland. There are also shown, different forms of operations that are used by Polish intelligence agencies and priviliges thet may apply. The next part, presents an extremely important issue which is civilian control and oversight performed by the Polishauthorities over the intelligence agencies. The final part of this thesis portray selected areas of activity of the contemporary existing intelligence agencies in Poland simultaneously listing threats and challenges that stays in front of them. In the end author claims that contemporary Polish intelligence agencies serve their purpose well in terms of ensuring safety, although some solutions can still be improved.
