Służby mundurowe są nieodłącznym elementem systemu bezpieczeństwa Rzeczypospolitej Polskiej. Niniejsza praca dyplomowa dotyczy wybranych służb mundurowych takich jak Straż Pożarna, Policja i Wojsko Polskie jako fundamentalnych jednostek w budowaniu bezpieczeństwa ludności oraz całego narodu. W pracy dyplomowej opisany został zakres zadań, kompetencji każdej z wymienionych wyżej służb, wraz z normami prawnymi regulującymi ich funkcjonowanie, które mają wpływ na poziom bezpieczeństwa na terytorium RP. Służby te poprzez zapobieganie powstawaniu zagrożeń, przygotowanie do działań, reagowanie w sytuacjach niebezpiecznych i odbudowanie poziomu bezpieczeństwa w przypadku jego zniszczenia dbają o życie, zdrowie i mienie każdego obywatela. Pierwszy rozdział tłumaczy znaczenie pojęcia bezpieczeństwa oraz ukazuje źródło pochodzenia tego terminu. Drugi rozdział definiuje wybrane służby mundurowe łącznie z podziałem na ich rodzaje. Szczegółowo opisuje zadania, które przypisane są im w aktach prawnych aktualnie obowiązujących oraz metody zwalczania niebezpieczeństw, które mogą mieć bardzo negatywny wpływ na poczucie bezpieczeństwa. Trzeci rozdział zawiera tematykę związaną z zarządzaniem kryzysowym i zadaniami służb mundurowych w sytuacjach kryzysowych. Czwarty rozdział to analiza porównawcza podejmowanych interwencji Centralnego Biura Śledczego Policji i Straży Pożarnej w 2021, 2022 i 2023 roku, wynik ich skuteczności oraz wpływ na budowanie poziomu bezpieczeństwa ludności.

Uniformed services are an inseparable element of the security system of Poland. This graduate work concerns selected uniformed services such as the Fire Brigade, the Police and the Polish Army as fundamental units in building the security of the population and the entire nation. The graduate work describes the scope of tasks and competences of each of the above-mentioned services, along with the legal standards regulating their functioning, which affect the level of security in the territory of Poland. These services, by preventing threats, preparing for action, reacting in dangerous situations and rebuilding the level of security in the event of its destruction, care for the life, health and property of every citizen. The first chapter explains the meaning of the concept of security and shows the origin of this term. The second chapter defines selected uniformed services, including their types. It describes in detail the tasks that are assigned to them in the current legal acts and the methods of combating dangers that can have a very negative impact on the sense of security. The third chapter contains topics related to crisis management and the tasks of uniformed services in crisis situations. The fourth chapter is a comparative analysis of the interventions of the Central Investigation Bureau of the Police and Fire Brigade in 2021, 2022 and 2023, the result of their effectiveness and the impact on building the level of security of the population.
