Humanitarian actions in the Middle East as part of the UNIFIL and UNDOF peacekeeping operations

Niniejsza praca magisterska została poświęcona tematyce działań humanitarnych na Bliskim Wschodzie prowadzanych w ramach operacji pokojowych UNIFIL w Libanie oraz UNDOF w Syrii. Celem niniejszej pracy było określenie specyfiki funkcjonowania działań humanitarnych na Bliskim Wschodzie w ramach tych operacji. W opracowaniu poruszono również problematykę działań humanitarnych jako niestandardowej części operacji pokojowych, które nie są zawarte w mandacie misji. Ramy czasowe objęły okres od roku 2000 do pierwszego kwartału 2023 roku. Główny problem badawczy sformułowano jako następujące pytanie – w jaki sposób realizowane były i są działania humanitarne na Bliskim Wschodzie przez siły pokojowe UNIFIL oraz UNDOF? W pierwszym rozdziale zawarto definicję pomocy humanitarnej oraz zasady jej udzielania celem wprowadzenia czytelnika w omawiane później zagadnienie działań humanitarnych na Bliskim Wschodzie w ramach operacji pokojowych UNIFIL i UNDOF. W drugim rozdziale przedstawiono podstawy prawne i wymiar instytucjonalny operacji pokojowych ONZ oraz ich rodzaje. W trzecim rozdziale omówiono działania humanitarne w ramach wybranych operacji pokojowych ONZ. W tym przypadku skoncentrowano się na operacjach pokojowych UNIFIL oraz UNDOF.

This master's thesis is dedicated to the topic of humanitarian actions in the Middle East carried out as part of the UNIFIL peacekeeping operation in Lebanon and UNDOF in Syria. The aim of this thesis was to determine the specificity of humanitarian operations in the Middle East within these missions. The study also addressed the issue of humanitarian actions as a non-standard component of peacekeeping operations, which are not included in the mission's mandate. The timeframe covered the period from 2000 to the first quarter of 2023. The main research problem was formulated as the following question: How were and are humanitarian actions implemented in the Middle East by the UNIFIL and UNDOF peacekeeping forces? The first chapter provides a definition of humanitarian aid and the principles of its provision to introduce the reader to the later-discussed topic of humanitarian actions in the Middle East within the UNIFIL and UNDOF peacekeeping operations. The second chapter presents the legal foundations and institutional dimensions of UN peacekeeping operations and their types. The third chapter discusses humanitarian actions within selected UN peacekeeping operations. In this case, the focus is on the UNIFIL and UNDOF peacekeeping operations.
