The finance of the municipality based on the example of Cracow Municipality in the years 2004-2016

Celem pracy było przedstawienie istoty samorządu terytorialnego i gospodarowania finansami publicznymi ze szczególnym uwzględnieniem gminy oraz ocena gospodarki finansowej gminy miejskiej Kraków na podstawie analizy jej budżetu w latach 2004-2016. Zastosowano metody badawcze w postaci analizy literatury przedmiotu oraz danych wtórnych, zwłaszcza zaś dokumentacji udostępnionej przez gminę miejską Kraków. Zanalizowano poziom, strukturę oraz dynamikę budżetu od strony dochodowej oraz wydatkowej. Oceniono gospodarkę finansową gminy pod względem relacji między planami a ich wykonaniem oraz pod względem przestrzegania podstawowych zasad budżetowych i gospodarowania finansami publicznymi.

The aim of the paper was to present the essence of the local self-government and public finance management, with special consideration of the municipality and the assessment of the financial management of the urban municipality of Cracow on the basis of its budget in 2004-2016. Research methods were used in the form of the analysis of the subject literature and secondary data, specially the documentation provided by the municipality of Cracow. The level, structure and dynamics of the budget from the income and expenditure side were analysed. The financial management of the municipality was evaluated in terms of the relations between the plans and their implementation and in terms of respecting the basic budgetary principles and management of public finances.
