Information management in a crisis situation

Praca ma na celu przybliżenie problematyki procesu obiegu informacji, sposobu jej zagospodarowania przez jednostki odpowiadające za prowadzenie działań w przypadku wystąpienia sytuacji kryzysowej, jak również za samo usprawnienie systemu zarządzania informacją, dla potrzeb zarządzania kryzysami. W celu przybliżenia kontekstu osadzenia informacji w systemie zarządzania kryzysowego, zobrazowane zostaną rodzaje służb biorących udział w procesie zarządzania, wyróżnione zostaną ich ustawowe zadania oraz ich miejsce w samej strukturze systemu. Poddane analizie systemy zarządzania informacją będą charakterystyczne dla sytuacji kryzysowej, tak więc analizie poddane zostaną również czynniki warunkujące jej zaistnienie. Analiza ta, wraz z przeprowadzoną analizą służb i jednostek administracyjnych, ma na celu uwidocznienie całego spektrum problemu i wskazać ma kontekst odniesienia zarządzania informacją w tym obszarze. Praca ta ma na celu nie tylko wskazać przebieg obiegu informacji, ale zasadność jej użytkowania, spektrum zarządzania nią i charakteru, jaki nadaje prowadzonym działaniom.

The work aims to introduce the issues of the process of information circulation, how it is managed by the units responsible for carrying out activities in the event of an emergency, as well as the improvement of the information management system itself, for the purposes of crisis management. In order to introduce the context of embedding information in the crisis management system, the types of services involved in the management process will be illustrated, their statutory tasks will be distinguished, and their place in the structure of the system itself will be highlighted. The information management systems subjected to analysis will be characteristic of a crisis situation, so the factors that determine its occurrence will also be analyzed. This analysis, along with the analysis of administrative services and units, is intended to highlight the entire spectrum of the problem and will indicate the reference context of information management in this area. This work aims not only to indicate the course of the circulation of information, but the legitimacy of its use, the spectrum of its management and the nature it gives to the activities carried out.
