Artificial Intelligence and Autonomous Weapons Systems as Security Challenges in the Military Domain

dc.abstract.enThe 21st century became a century of rapid technological developments. Progress touches upon all spheres of our lives. Consequently, it also modifies warfare and its methods. Every year, the debate over the usage of Artificial Intelligence and Autonomous Weapons Systems in the military domain becomes more intense. One of the most important questions which arises in these debates is whether or not artificially intelligent machines should be allowed to execute military mission when there is a possibility that a human life could be endangered. In this dissertation, I propose that the development of intelligent machines, which are able to complete projected warfare tasks without human engagement, using only computer programming, algorithms, and embedded sensors, is becoming a reality that we cannot neglect anymore. Consequently, it is important to understand the negative outcomes and long-term consequences of the autonomous weapons systems development. We need to recognize the point that just because innovations and technologies may enable a successful development of AWS does not mean that we should pursue them. In this dissertation, I am going to apply the theory of Constructivism and Kantian ethics to determine the extent to which these pose a threat from the perspective of normative understandings of warfare.pl
dc.abstract.pl21 wiek stał się stuleciem szybkiego rozwoju technologicznego. Postęp dotyczy wszystkich sfer naszego życia. W związku z tym modyfikuje także wojnę i jej metody. Każdego roku debata na temat wykorzystania sztucznej inteligencji i systemów broni autonomicznej w wojsku staje się coraz bardziej intensywna. Jednym z najważniejszych pytań, jakie pojawiają się w tych debatach, jest to, czy sztucznie inteligentnym maszynom należy pozwolić na wykonywanie misji wojskowej, gdy istnieje możliwość, że życie ludzkie mogłoby zostać zagrożone. W niniejszej pracy dyplomowej proponuję, aby rozwój inteligentnych maszyn, które są w stanie wykonać planowane zadania wojenne bez udziału człowieka, wykorzystując jedynie programowanie komputerowe, algorytmy i wbudowane czujniki, staje się rzeczywistością, której nie możemy już dłużej zaniedbywać. W związku z tym ważne jest zrozumienie negatywnych wyników i długoterminowych konsekwencji rozwoju autonomicznych systemów uzbrojenia. Musimy uznać, że fakt, iż innowacje i technologie mogą umożliwić udany rozwój AWS, nie oznacza, że powinniśmy je realizować. W niniejszej pracy zamierzam zastosować teorię konstruktywizmu i etyki kantowskiej, aby określić, w jakim stopniu stanowią one zagrożenie z punktu widzenia normatywnego rozumienia działań wojennych.pl
