Relationship between elites and democratic system. Analysis of the issues is based on selected modern paradigms in the theory of elites.

Praca rozważa wpływ elit na funkcjonowanie systemu demokratycznego. Celem pracy było zbadanie najnowszych i mniej znanych paradygmatów w teorii elit ich związków z ustrojem politycznym. Autor bada wybrane nowoczesne modele w teorii elit. Praca skupia się na badaniu nowoczesnych wybranych paradygmatów teorii elit J. Higleya, modelu elit merytokratycznych, modelu elit technokratycznych oraz i ich wpływu na funkcjonowanie ustroju politycznego. Praca zawiera analizę poszczególnych modeli elit w oparciu o ich cechy i genezę.Praca jest także próbą odpowiedzi na pytanie, który z nowoczesnych modeli elit wspiera funkcjonowanie ustroju demokratycznego. Autor prowadzi analizę zjawiska badając wpływ każdego z paradygmatów na funkcjonowanie państwa i obywateli. Praca zawiera także analizę powstawania każdego z modelu elit.Praca podzielona jest na cztery rozdziały. Pierwszy z nich omawia uniwersalną problematyką związaną z pojęciem i elit, która jest konieczna do zrozumienia związków nowoczesnych modeli elit z zagadnieniem ich wpływu na ustrój demokratyczny. Kolejne trzy rozdziały skupiają się na kwestiach związanych z rozwojem i funkcjonowaniem konkretnych typów elit. Rozdział drugi omawia teorię elit J. Higleya. Rozdział trzeci i czwarty poświęcony jest funkcjonowaniu elit opartych na walorze kompetencji: elity merytokratycznej i elity technokratycznej. Zakończenie skupia sią na ogólnym określeniu związków modelu elity z postulatem wspierania funkcjonowania systemu demokratycznego.

The thesis deliberates the elites influence on the democratic system functioning. The aim of the study was to examine the most recent and less known paradigms in the theory of elites and their relationship with the political system. The author examines some of modern models in the theory of elites. The thesis is focused on the study of the modern J. Higley’s theory of elites, meritocratic elites model, technocratic elites model and their impact on the functioning of the political system. The thesis contains an analysis of the particular elites models based on their characteristics and origins.The thesis is also an attempt to answer the question, which of the modern elites models supports functioning of the democratic system. The author conducts an analysis of the phenomenon by examining the impact of each paradigms on the state and citizens functioning. The thesis also includes analysis of each model elites inception. The thesis is divided into four chapters. The first one discusses the common problems associated with the elites concept, what is necessary to understand the relationship of modern elites models with their impact on democracy issue. The next three chapters are focused on the issues of development and functioning of specific elites types. The second chapter discusses the J. Higley’s elites theory. The third and fourth chapters are devoted to the functioning of elites, which are based on jurisdiction issue: meritocratic and technocratic elite. The conclusion of the thesis focuses on a general description of the relations betwen model elite and postulate of the democratic system support.
