Celem niniejszej pracy jest zbadanie, czy amerykański syndykat hazardowy w relacjach ze Stanami Zjednoczonymi i Kubą w latach 1933-1963 działał jako aktor polityczny. Wspólna historia trzech podmiotów: rządu Stanów Zjednoczonych, rządu Republiki Kuby oraz amerykańskiego syndykatu hazardowego w niniejszej pracy umieszczona jest w kontekście uwarunkowań historii kolonialnej, okresu przedrewolucyjnych rządów na Kubie oraz relacji tych podmiotów w okresie zimnowojennym. W pierwszym rozdziale przedstawiono historyczne uwarunkowania pojawienia się amerykańskiej mafii na Kubie. Autor wskazuje na wagę społeczno-ekonomicznego środowiska relacji amerykańsko-kubańskich w kontekście wyjaśnienia obecności syndykatu na wyspie. Hiszpańska hegemonia na wyspie została wypchnięta przez wpływy Stanów Zjednoczonych, a amerykański kapitał zdominował gospodarkę Kuby. Szczególne znaczenie miały rządy Fulgencio Batisty, gdyż otworzyły Kubę na wpływy mafijne. Drugi rozdział opisuje największy rozwój amerykańskiego syndykatu hazardowego w Republice Kuby. Korzystne dla rozwoju tej przestępczości zorganizowanej były rządy Ramóna Grau San Martína i Carlosa Prío Socarrása. Stwarzały one korzystne warunki dla członków mafii, lecz to dyktatura Fulgencio Batisty y Zaldívara (1952-1958) wykreowała dla syndykatu najlepsze warunki do rozwoju biznesów. W tym okresie powstało najwięcej hoteli i kasyn, co przełożyło się na największe zyski amerykańskiego półświatka. W trzecim rozdziale autor omawia relację władz pod przywództwem Fidela Castro z członkami syndykatu. Nowy rząd przeprowadził reformy godzące w interesy gangsterismo. W odpowiedzi syndykat podjął działania mające na celu uderzyć w pozycję Castro, głównie wspierając organizacje antycastrowskie. W próbach przeprowadzenia zamachu na lidera M-26 syndykat podjął się współpracy z CIA. Na podstawie przeprowadzonych badań autor stwierdza, że amerykański syndykat hazardowy był elementem dominującego kubańską gospodarkę zagranicznego kapitału, co wskazuje na zbieżność interesów mafii z interesami amerykańskiego biznesu. Polityka władz kubańskich w okresie 1933-1958 charakteryzowała się powszechną korupcją, co pozwalało mafii na realizację celów, jednocześnie dokładając się do dalszej destabilizacji systemu politycznego Kuby. Rozwój turystyki przez władze Kuby zwiększył ponadto kooperację między rządzącymi a członkami syndykatu. Gdy nastąpiła zmiana władzy, interes syndykatu stał się zbieżny z polityką zagraniczną rządu Stanów Zjednoczonych. Przejawem tego było wspieranie organizacji antycastrowskich oraz próby zamachu na życie Fidela Castro we współpracy z CIA. Autor wnioskuje, że amerykański syndykat hazardowy miał realny wpływ na stosunki gospodarcze i dyplomatyczne między Stanami Zjednoczonymi a Kubą, co sprawia, że można go określić jako samodzielnego aktora politycznego.
The aim of this paper is to examine whether the American gambling syndicate acted as a political actor in its relations with the United States and Cuba between 1933 and 1963. The shared history of three entities: the US government, the government of the Republic of Cuba, and the American gambling syndicate is placed in the context of colonial history, the period of pre-revolutionary rule in Cuba, and the relations between these entities during the Cold War. The first chapter presents the historical conditions for the emergence of the American mafia in Cuba. The author points to the importance of the socio-economic environment of US-Cuban relations in explaining the syndicate's presence on the island. Spanish hegemony on the island was pushed out by US influence, and American capital dominated the Cuban economy. The rule of Fulgencio Batista was particularly significant, as it opened Cuba to mafia influence. The second chapter describes the greatest development of the American gambling syndicate in the Republic of Cuba. The governments of Ramón Grau San Martín and Carlos Prío Socarrás were favorable to the development of this organized crime. They created favorable conditions for mafia members, but it was the dictatorship of Fulgencio Batista y Zaldívar (1952-1958) that created the best conditions for the syndicate to develop its business. During this period, the largest number of hotels and casinos were built, which translated into the highest profits for the American underworld. In the third chapter, the author discusses the relationship between the authorities led by Fidel Castro and the members of the syndicate. The new government carried out reforms that undermined the interests of gangsterismo. In response, the syndicate took action to undermine Castro's position, mainly by supporting anti-Castro organizations. In its attempts to assassinate the leader of M-26, the syndicate collaborated with the CIA. Based on his research, the author concludes that the American gambling syndicate was part of the foreign capital dominating the Cuban economy, which indicates a convergence of interests between the mafia and American business. The policy of the Cuban authorities in the period 1933-1958 was characterized by widespread corruption, which allowed the mafia to achieve its goals while contributing to the further destabilization of Cuba's political system. The development of tourism by the Cuban authorities also increased cooperation between the government and members of the syndicate. When the change of power took place, the syndicate's interests became aligned with the foreign policy of the US government. This was manifested in the support of anti-Castro organizations and attempts to assassinate Fidel Castro in cooperation with the CIA. The author concludes that the American gambling syndicate had a real impact on economic and diplomatic relations between the United States and Cuba, which means that it can be described as an independent political actor.
