Flow of information between Medical Information System and RUM-NFZ

Tematem pracy jest przepływ informacji między Systemem Informacji Medycznej a RUM- NFZ. Jednym z najważniejszych aktów prawnych ostatnich lat, dotyczącym informatyzacji polskiej służby zdrowia, jest Ustawa o systemie informacji w ochronie zdrowia. Na mocy tej ustawy tworzone są dwa systemy teleinformatyczne, których dotyczy niniejsza praca, a mianowicie: System Informacji Medycznej oraz Rejestr Usług Medycznych Narodowego Funduszu Zdrowia. SIM odpowiedzialny jest za przetwarzanie danych dotyczących świadczeń opieki zdrowotnej. Z kolei zadaniem RUM- NFZ jest przetwarzanie danych o świadczeniach opieki zdrowotnej, finansowanych ze środków publicznych oraz rozliczanie tych świadczeń. Celem pracy jest zaproponowanie koncepcji przepływu informacji pomiędzy tymi dwoma systemami.W rozdziale pierwszym przedstawiono przepływ informacji pomiędzy NFZ a innymi podmiotami, w szczególności usługodawcami. W rozdziale drugim omówiono system informacji w ochronie zdrowia. Przeanalizowano tworzące go akty prawne, omówiono jego budowę oraz zagadnienie bezpieczeństwa informacji. W rozdziale trzecim opisane zostały systemy informatyczne, które tworzy NFZ, przedstawiono wady i zalety istniejące po stronie funduszu oraz tworzonego systemu informacji.W ostatniej części pracy zaprezentowano autorską koncepcję przepływu informacji pomiędzy dwoma omawianymi systemami. Przedstawione zostały schematy działania oraz praktyczny przykład rejestracji zdarzenia medycznego w SIM i RUM- NFZ.

The subject of thesis is flow of information between Medical Information System and RUM-NFZ. One of the most important legal documents of the past years concerning computerization of the Polish health system is the Act of information system in health care. The following thesis deals with two ICT systems, which are being created according to the above mentioned act, that is Medical Information System and Register of Medical Service of the Polish National Health Fund. Medical Information System is responsible for processing data concerning health care service. In turn, the task of Register of Medical Service of the Polish National Health Fund is processing data concerning health care service financed from public resources and settling this service. The aim of the thesis is to put forward an idea of information transfer between these two systems. In the first chapter the flow of information between Polish National Health Fund and other subjects, in particular contractors and pharmacies, was presented. In the second chapter information system in health care was described. Legal acts creating it were analyzed, its structure and the issue of information safety were discussed. In the third chapter, information systems created by Polish National Health Fund were described and flaws and assets of the fund and the system being created were presented. In the last part of the thesis an original idea of the flow of information between the two described systems was presented. Activity patterns and practical example of registration of the medical issue in Medical Information System and Register of Medical Service – Polish National Health Fund were presented.
