The evolution of Jewish territorial self-government 1648-1764

Celem artykułu jest przedstawienie problematyki żydowskiego samorządu terytorialnego w XVII-XVIII w. w świetle nowych dokumentów. Przedstawiono jego ewolucję spowodowaną kryzysem państwa oraz znaczącymi zmianami demograficznymi, szczególnie osadnictwem Żydów w majątkach prywatnych. Niezdolność samorządu żydowskiego do realizacji głównego zadania, jakim z punktu widzenia państwa był rozkład i pobór pogłównego żydowskiego, sprawiły, że rola i znaczenie żydowskiego samorządu terytorialnego były stopniowo ograniczane. W rezultacie żydowska starszyzna utraciła kontrolę nad poborem tego podatku, a jego rozkład poddawany był kontroli skarbu i trybunałów skarbowych.

The aim of this article is to present the issue of Jewish territorial self-government in the 17th-18th centuries in the light of new documents. Its evolution due to the crisis of the state and significant demographic changes, especially the settlement of Jews in private estates, is presented. The inability of Jewish self-government (waads) to carry out its main task, which, from the state’s point of view, was the distribution and collection of the Jewish poll tax, meant that the role and significance of Jewish territorial self-government were gradually reduced. As a result, the Jewish elders lost control over the collection of this tax, and its distribution came under the control of the treasury and the treasury tribunals.
