The importance of Poviat Labour Offices- an MA thesis supported on the research of the functioning of the Poviat Labour Office in Tarnów

Celem niniejszego opracowania jest zwrócenie uwagi na dotkliwy problem XXI wieku – masowe bezrobocie i działania państwa zmierzające do łagodzenia jego skutków. Założeniem pracy magisterskiej jest udowodnienie - na przykładzie Powiatowego Urzędu Pracy w Tarnowie - zasadności istnienia powiatowych urzędów pracy, powołanych do instytucjonalnej obsługi rynku pracy, wobec zarzutów ich bierności i braku efektywności. Rozdział pierwszy pozwala na zapoznanie się z historią publicznych służb zatrudnienia w Polsce, ich pozycją w strukturze samorządów oraz funkcją samorządu województwa i powiatu w zakresie polityki rynku pracy. W rozdziale drugim podjęto zasadniczy dla opracowania temat: aktywnej, kreatywnej roli powiatowego urzędu pracy w zakresie polityki rynku pracy. Bazując na studium przypadku, w kolejnym rozdziale przybliżono ustrój Powiatowego Urzędu Pracy w Tarnowie, jego strukturę organizacyjną, obszar działania oraz dane statystyczne dotyczące stopy, poziomu i struktury bezrobocia w regionie tarnowskim. Rozdział czwarty prezentuje kierunki zmian w obszarze rynku pracy, w świetle wiodących zagadnień nowelizacji ustawy o promocji zatrudnienia i instytucjach rynku pracy. Ostatni rozdział stanowi próbę udzielenia odpowiedzi na pytanie: Czy urzędy pracy są w Polsce potrzebne? Całokształt rozważań zmierza w kierunku wyrażenia poglądu o zasadności istnienia powiatowych urzędów pracy i wykazaniu, że osoby bezrobotne oraz pracodawcy nie są osamotnieni i bezradni na rynku pracy – w służbie dla nich pozostają urzędy pracy. Instytucje te są sprawdzonym i godnym zaufania partnerem, który w swojej misji ma wpisaną realizację naturalnego prawa człowieka do pracy.

The subject of this MA thesis is to attract public attention to the salient problem of the 21st century, mass unemployment and the state actions to remedy the situation. The thesis also attempts to prove the relevance of the existence of Poviat Labour Offices, especially the one in Tarnów, their importance in providing work to the unemployed as opposed to the allegations concerning their stagnation and the lack of effectiveness. The first chapter elaborates on the history of labour offices in Poland, their importance for the local government and the role of both local and district government in terms of carrying out the policy of providing work to the needy. The second chapter allows to answer some crucial problems affiliated with an active and creative role of the policy of providing work to the needy. The next chapter, takes The Poviat Labour Office in Tarnów into account, with its organization structure, the area of activity as well as statistical data concerning the unemployment rate and its structure in the Tarnów district. The forth chapter depicts the direction of changes of the labour office in the light of major issues of promotion of employment and labour market institutions amendment of a law. The last chapter is an attempt to answer the question if labour offices are needed. The thesis as a whole, tends to show the importance of poviat labour offices and express the opinion that both the unemployed and the employers are not left to their own devices. Labour offices are out there for them. These institutions act as a reliable partner whose mission is to implement the underlying human right to work.
