Powers of the President of the Republic of Poland in the era of the April constitution

Praca opisuje uprawnienia Prezydenta RP ustanowione przez Konstytucję kwietniową oraz proces w wyniku którego pozycja prezydenta istotnie wzrosła. Analiza zaczyna się od regulacji Konstytucji marcowej i wytłumaczenia istniejących tendencji do jej zmiany. Następną istotną kwestią jest uchwalenie Noweli sierpniowej i prace nad całkiem nową ustawą zasadniczą podjętą przez BBWR. Autor opisuje proces uchwalenia Konstytucji kwietniowej oraz jej podstawowe założenia. Rozdział II podkreśla zastosowanie prerogatyw Prezydenta i innych jego uprawnień wymagających już kontrasygnaty. Pokazana jest waga konstytucji wobec nie tylko uwarunkowań prawnych ale też politycznych i historycznych, gdyż można ją było stosować także po wybuchu II wojny światowej.

The subject of this publication is to describe the powers of the President of the Republic of Poland covered by the April Constitution and the process as a result of comparing the position of the president significantly increase. The analysis begins with the regulation of the March Constitution and explains the explanation of the tendency to change it. Another important issue is the adoption of the August novel and work on a completely new constitution adopted by BBWR. The author takes into account the process of adopting the April Constitution and its basic assumptions. Chapter II deals with the application of the President's prerogatives and his other powers already requires a countersignature. It has been shown that the constitution is important in view of not only legal conditions, but also political and historical, because it can be used to apply after the outbreak of World War II.
