Health care as a task of local government on the example of the county Lubaczów

Celem pracy było dokonanie analizy realizacji zadań z zakresu ochrony zdrowia przez jednostki samorządu terytorialnego na przykładzie powiatu lubaczowskiego.Część praktyczna poprzedzona została rozdziałami teoretycznymi odnoszącymi się do pojęcia samorządu terytorialnego oraz zakresu zadań realizowanych przez samorząd powiatowy w relacji do źródeł finansowania jego działalności. W rozdziale o samorządzie terytorialnym przedstawiona została istota jego funkcjonowania, a także struktura jednostek samorządu terytorialnego w Polsce. Kolejne części dotyczą powiatów i przedstawiają ogólny katalog zadań, zadania z zakresu ochrony zdrowia oraz źródła dochodów samorządu powiatowego.Autorka wykorzystała dwie podstawowe metody badawcze: przegląd literatury (w tym analizę aktów prawnych) oraz analizę dokumentacji finansowej (źródeł dochodów samorządu powiatowego oraz strukturę dochodów i wydatków budżetowych w okresie 2010-2013 w powiecie lubaczowskim).Najważniejsze wnioski to stwierdzenie, iż w przypadku analizowanego podmiotu liczba realizowanych przez powiat zadań jest znacznie mniejsza, niż wynika to z nałożonych zapisów ustawowych. Przypuszczać można, że wynika to z niskiego poziomu zaangażowania powiatu w sprawy zdrowia.

The aim of the study was to analyze the implementation of tasks in the field of health by local government units on the example of the county Lubaczów.The practical part was preceded by a theoretical chapters relating to the concept of local self-government and the scope of the tasks performed by the county government in relation to finance its activities. In the chapter on local government entity presented its functioning, as well as the structure of local government units in Poland. The next section describes the districts and provide general directory, tasks related to the protection of health and local government revenue sources of the district.The author has used two basic methods of research: review of the literature (including an analysis of legal acts) and analysis of financial documentation (sources of income and the structure of the district local government budget revenue and expenditure over the period 2010-2013 in the district Lubaczów).Key findings a statement that in the case of the analyzed entity number of tasks carried out by the district is much smaller than the time imposed by statutory provisions. You can assume that this is due to the low level of involvement in the affairs of the district health.
