Tłumaczenia w Unii Europejskiej

Translations in the European Union.

Praca magisterska opisuje problemy związane z tłumaczeniami dokumentów prawnych w Unii europejskiej. Tekst podzielony jest na cztery rozdziały. W pierwszym rozdziale opisana jest historia powstania, reguły rządzące organizacją, a także zostają wymieniona instytucje wspólnotowe i władza, jaką reprezentują. Drugim zagadnieniem poruszonym w niniejszym rozdziale jest polityka wielojęzyczności, czyli ochrona i podtrzymywanie tożsamości językowej poszczególnych państw członkowskich, prowadzona przez instytucje wspólnotowe. Rozdział koncentruje się na ukazaniu celów tejże polityki, a także sposobu, w jaki instytucje europejskie starają się je osiągnąć. Drugi rozdział skupia się na analizie problemu z punktu widzenia językowego. W ten sposób, zaczynając od analizy zagadnienia jakim jest opisanie języków specjalistycznych, przechodzi się do analizy dwóch konkretnych przykładów, jakimi są język prawny i język administracji, które wykazują podobieństwa do języka używanego w dokumentach Unii europejskiej. Następnie, zostaje opisany ogólnie problem tłumaczeń tekstów w językach specjalistycznych, a następnie rozdział koncentruje się na problemie tłumaczeń dokumentów wspólnotowych. Trzeci rozdział to właściwa analiza testu Rozporządzenia (UE) nr 437/2010 w czterech wersjach językowych: angielskiej, francuskiej, hiszpańskiej i włoskiej. Analiza obejmuje trzy elementy: organizację tekstu, cechy leksykalne oraz charakterystykę z punktu widzenia morfoskładni, i polega na porównywaniu fragmentów tekstu we wszystkich czterech wersjach językowych, po to, aby znaleźć podobieństwa i różnice pomiędzy nimi. Czwarty i ostatni rozdział to wnioski, które łączą części teoretyczną i praktyczną w jedną całość i podsumowują wnioski wynikające z całej pracy.

The thesis describes problems related to the translation of the documents in the European Union. Text of the thesis is divided in four chapters. The first chapter presents the European Union end principles that govern this organization. Starting from the history of the foundation of the organism,the thesis describes the institiutions and power that they represent. Another issue described in the text, is multilingual politics run by european institutions, in other words, is a protection of the linguistic diversity among the peoples of the Member States, the goals of this politics and the methods used by European Union to reach the aims. The second chapter analyses the problem of translations in the European Union from the linguistic point of view, it describes languages for special purposes in general and then it concentrates on the features of the language of law and administration, which are two types of languages with caracteristics similar to the language used in the european documents. The chapter describes also the translation of the texts in languages for special purposes and then it concentrates on the european translation. The third chapter is the analysis of the Regulation (UE) n.437/2010 in four linguistic versions: english, french, spanish and italian. The analysis is concentrated on three elements: structure of the document, lexical and morfosyntax features of the parts of the document in all lingustic versions for revealing similarities and diferences. The fourth chapter unites the theorethical and practical parts of the text and contains conclusions of all chapters of the thesis.

La tesi tratta delle problematiche pertinenti alla traduzione dei documenti all’interno dell’Unione europea. Il testo della tesi è diviso in quattro capitoli. Nel primo capitolo viene presentata la comunità europea e le sue regole. Cominciando dalla storia e la fondazione dell’organismo si passa all’elenco delle istituzioni e poteri che esse rappresentano. Un altro argomento trattato è la politica del multilinguismo dell’Unione europea, ovvero la tutela delle identità linguistiche dei singoli Stati membri da parte delle istituzioni comunitarie. Si presentano gli obiettivi della politica comunitarie in questa materia ed anche dei modi in cui le istituzioni cercano di raggiungere i loro scopi. Nel secondo capitolo il problema viene analizzato dal punto di vista linguistico. Partendo dalla descrizione delle lingue speciali, si passa all’approfondimento delle caratteristiche del linguaggio giuridico e burocratico che sono i tipi di linguaggio simili a quello usato nei documenti europei. Di seguito si analizza anche il problema della traduzione specializzata in generale e poi quella particolare, cioè propria per le istituzioni comunitarie. Il terzo capitolo è una analisi propria del testo del regolamento (UE) n.437/2010 in quattro versioni linguistiche: inglese, francese, spagnola, italiana, dal punto di vista prima, dell’organizzazione del testo, lessicale e morfosintattico. Si procede analizzando dei frammenti del testo in quattro lingue paragonandoli e trovando punti simili o quelli dove scelte linguistiche si differenziano. Il quarto e l’ultimo capitolo sono conclusioni di tutta la tesi che raccolgono i risultati delle ricerche precedentemente presentate nei capitoli ed anche dell’analisi del documento autentico.
