Informatization of public administration

Niniejsza praca magisterska przedstawia proces informatyzacji administracji publicznej, kładąc szczególny nacisk na jego aspekt proceduralny i wpływ na postępowanie administracyjne. W pierwszej kolejności została w niej zdefiniowana sama informatyzacja oraz opisane główne założenia i cele wprowadzania nowych technologii telekomunikacyjno-informatycznych do działań administracji publicznej. Następnie skupiono się na podstawach prawnych tych działań oraz terminologii stosowanej w odniesieniu do informatyzacji. Dalsza część pracy zawiera analizę wybranych zasad ogólnych postępowania administracyjnego pod kątem jego informatyzacji, jak równie przedstawienie instytucji administracyjnego prawa procesowego realizujących założenia informatyzacji administracji publicznej. Na koniec zaprezentowano ocenę skutków wprowadzenia nowych technologii telekomunikacyjno-informatycznych w administracji publicznej i ich oddziaływania, zarówno pozytywnego jak i negatywnego, na postępowanie administracyjne oraz przedstawiono rozważania na temat przyszłych kierunków i obszarów legislacji w tej dziedzinie, ze szczególnym uwzględnieniem aspektów automatyzacji postępowania administracyjnego.

This master thesis describes the process of informatization of public administration, with an emphasis on the procedural aspects and the impact on the administrative proceedings. In the first place it attempts to define the term “informatization” and describes the main aims and objectives of the introduction of information and communication technology to public administration. Then it focus on the legal basis of these activities and the terminology used in relation to an informatization. The rest of this master thesis provides an analysis of some of the general legal principles of administrative procedure in terms of its informatization, as well as a description of the institutions of administrative proceedings implementing the goals of informatization of public administration. Finally, it presents an evaluation of the introduction of information and communication technology in public administration and its impact, both positive and negative, on administrative proceedings and considerations of future aspects and directions of legislation in this area, with particular emphasis on automation of administrative proceedings.
