Aktywizacja osób niepełnosprawnych, której jedną z wielu form jest ich rehabilitacja zawodowa, została unormowana ustawodawczo w 1997 roku i jest szczegółowo opisana w Karcie Praw Osób Niepełnosprawnych. Statystyki aktywności zawodowej osób z ograniczoną sprawnością pokazują jednak, że ustanowione w tym dokumencie zapisy nie są wystarczające by móc rozwiązać problemy osób niepełnosprawnych na rynku pracy. Identyfikacja istniejących problemów oraz znalezienie ich źródła powinno pozwolić na wskazanie potencjalnych rozwiązań i załagodzenia istniejących problemów.W pracy przedstawiono różne definicje oraz modele niepełnosprawności, skupiając się na jej aspektach społecznych, zarówno z punktu widzenia osoby z ograniczoną sprawnością, jak również z perspektywy osób w jej najbliższym środowisku. Szczegółowo skupiono się na problematyce zatrudnienia osób niepełnosprawnych i ich sytuacji na rynku pracy. W tym celu przeanalizowano problemy związane z aktywizacją zawodową osób niepełnosprawnych oraz związane z nią instrumenty prawne i finansowe polityki społecznej wskazując istotne obszary, które w szczególności wymagają przemyślenia przy kreowaniu polityki społecznej w Polsce.

Activation of disabled people, which one of the many forms is their vocational rehabilitation, was regulated by polish law in 1997 and is described in detail in the Charter of Rights for Persons with Disabilities. Statistics of the disabled people professional activity proves that regulations included in the mentioned document are not sufficient to solve the disabled people problems on the labor market. Identifying the existing problems and finding their sources should allowfinding solutions of the existing problems.The paper presents various definitions and models of disability, focusing on its social aspects, and its perception in different points of view(disabled persons and people in their immediate environment). The issues of disabled peopleemployment and their situation on the labor market need to be investigated in detail. For this purpose, the problems related to the professional activation of disabled people and related with them legal and financial instruments of social policywere analyzed.
