Territorial divisions in the area of the Kingdom of Galicia and Lodomeria in the years 1865-1914. Historical and legal analysis

Praca magisterska koncentruje się na problemie istnienia jednostek podziału terytorialnego – ich powstawania oraz późniejszych przekształceń – na obszarze Galicji w latach 1865-1914. Wskutek wydarzeń Wiosny Ludów (1848-49) oraz przegranych wojen Austrii z Francją i Sardynią (1859) oraz z Prusami (1866) Cesarstwo Austriackie zaczęło wdrażać kolejne reformy, które w krótkim czasie doprowadziły do zmiany stosunków społeczno-ekonomicznych (likwidacja stosunków poddańczych na wsi), demokratyzacji życia publicznego (konstytucja grudniowa) oraz decentralizacji państwa (powstanie Sejmów krajowych, ugoda austriacko-węgierska). Tym samym podziały terytorialne istniejące na potrzeby dotychczasowych organów państwa okazały się być nieadekwatne dla nowego kształtu Monarchii Naddunajskiej. W ten sposób równolegle z powstawaniem nowej organizacji władz administracyjnych oraz sądowych zaczęto rozwijać odpowiadające im jednostki podziału terytorialnego.W rozdziale pierwszym została zakreślona ogólna definicja podziałów terytorialnych, jak również opis terenu Galicji pod kątem tych czynników, które w największym stopniu wpłynęły na kierunek dokonywanych przekształceń. W kolejnych rozdziałach – drugim, trzecim oraz czwartym – przebieg dokonywanych zmian na potrzeby administracji politycznej (ogólnej), administracji samorządowej oraz sądownictwa.Praca została oparta w zdecydowanej większości na treści sprawozdań z obrad Sejmu Krajowego we Lwowie, na treści projektów ustaw, wniosków oraz sprawozdań z posiedzeń Wydziału Krajowego oraz komisji sejmowych, a także na treści ogólnopaństwowych (austriackich) oraz krajowych (galicyjskich) ustaw i rozporządzeń.

The master's thesis focuses on the problem of the existence of territorial division units – their formation and subsequent transformations – in the area of Galicia in the years 1865-1914.As a result of the events of the Spring of Nations (1848-49) and lost wars of Austria with France and Sardinia (1859) and Prussia (1866) the Austrian Empire began to implement reforms which in short time led to a change in socio-economic relations (abolition of serfdom relations in the countryside), democratization of public life (December Constitution) and decentralisation of state (establishment of the Diets, Austrian-Hungarian settlement). Thus, the territorial divisions existing for the needs of former state authorities turned out to be inadequate for the new shape of the Danubian Monarchy. In this way, along with the formation of the new organization of administrative and judicial authorities, the corresponding territorial division units were developed.In the first chapter has been defined a general definition of the territorial divisions, as well as a description of the area of Galicia considering those factors that had the greatest impact on the directions of transformation. In subsequent chapters – the second, third and fourth – the course of changes for the needs of political (general) administration, local gouvernment and the judiciary.The work was based largely on the content of the reports of the Diet in Lviv, on the content of the draft laws, applications and reports from the meetings of Diet executive and the Diet committees, as well as on the content of state (Austrian) and national (Galician) statutes and decrees.
