The evaluation of a regional innovation strategy based on the example of RIS in the Malopolska region in the years 2008-2013

Celem pracy jest przedstawienie istoty polityki innowacyjnej i Regionalnej Strategii Innowacji (RIS) oraz ocena RIS w województwie małopolskim w latach 2008-2013. W pracy omówiono zarys teorii innowacji, a także zbadano wpływ polityki innowacyjnej na rozwój regionalny, gdzie z badanej literatury przedmiotu można wywnioskować, że innowacje są nieodłącznym elementem rozwoju zarówno na płaszczyźnie społecznej jak i gospodarczej. W kolejnych rozdziałach przedstawiono programy oraz instrumenty przeznaczone na wspieranie rozwoju innowacyjności. W dalszej części pracy opracowano teoretyczny aspekt koncepcji dotyczących rozwoju regionalnego oraz znaczenie regionalnych systemów innowacji. W końcowej fazie części teoretycznej zwrócono uwagę na charakterystyczne elementy Regionalnych Strategii Innowacji oraz na sposoby jej ewaluowania. Na początku części badawczej przedstawione zostały zagadnienia metodyczne badania empirycznego. Wykorzystana została metoda analizy danych wtórnych, takich jak raporty Głównego Urzędu Statystycznego czy Regionalna Strategia Innowacji województwa małopolskiego na lata 2008-2013. W kolejnej fazie pracy zwrócono uwagę na poziom innowacyjności małopolskich przedsiębiorstw przed wdrożeniem badanej strategii. Dalej przedstawiono RIS w Małopolsce na lata 2008-2013 oraz skutki jej działania. Na sam koniec pracy skupiono się na ocenie poziomu realizacji strategii oraz przeanalizowano innowacyjność małopolskich firm po wdrożeniu RIS. Zauważono, iż cele Regionalnej Strategii Innowacji nie zostały w pełni osiągnięte oraz nie widać jej bezpośredniego przełożenia na wzrost innowacyjności przedsiębiorstw.

The subject of the master's thesis is the presentation of the essence of the innovation policy and Regional Innovation Strategy (RIS) as well as the evaluation of RIS in the Małopolska region in the years 2008-2013. The work discusses the innovation theory and examines the impact of innovation policy on regional development, where it can be concluded from the literature on the subject that innovations are an inseparable element of development both at social and economic levels. The following chapters present programs and instruments supporting the development of innovation. In the further part of the work, the theoretical aspects of regional development and the importance of regional innovation systems were systemized. In the final phase of the theoretical part, attention was drawn to the core elements of Regional Innovation Strategies and ways to evaluate them. At the beginning of the research part, the methodical issues of the empirical study were presented. The desk research based on public statistics and reports (Central Statistical Office or the Regional Innovation Strategy of the Malopolska region for the years 2008-2013) have been applied. In the next phase of the work, attention was drawn to the level of innovativeness of enterprises in Małopolska before the implementation of the analyzed strategy. The RIS in Małopolska for the years 2008-2013 and the effects of its implementation were presented. At the end of the work, the focus was on assessing the level of strategy implementation and the innovation of the Małopolska companies after the RIS implementation. It was noticed that the objectives of the Regional Innovation Strategy were not fully achieved and its direct impact on the growth of enterprises innovativeness could not be identified.
