Genocide in Rwanda – the Silence of the World
ludobójstwo, prawa człowieka, zbrodnia przeciwko ludzkości, Międzynarodowy Trybunał Karny do spraw Rwandy
genocide, human rights, crime against humanity, International Criminal Court for Rwanda
Niniejszy rozdział stanowi rys historyczny i wprowadzenie do dalszej części pracy, bez którego zrozumienie istoty ludobójstwa byłoby niezwykle trudne. W części końcowej zawiera porównanie MTKR do Międzynarodowego Trybunału Karnego do spraw Jugosławii.
The subject of the MA thesis is "Genocide in Rwanda – the Silence of the World". The choice of the subject of the following dissertation was thoroughly thought over because the dissertation focuses on vital issues such as the causes and the process of genocide, human rights abuses, crime against humanity, activities of the International Criminal Court for Rwanda, the indifference of countries and international organisations as well as introducing changes in order to improve the situation in Rwanda. The structure of the thesis allows to answer the study question: Why would the world not admit that the events of April to July 1994 should be defined as genocide? Chapter I "The History of Central Africa" outlines the key reasons and the background of the conflict in Rwanda as well as the process of the genocide. The author is trying to answer the question who the murderers were and what spurred them into their actions. This chapter provides historical background and it is an introduction to the further parts of the thesis, without which it would be extremely difficult to understand the nature of genocide. Chapter II "Apocalypses Now (The Time of the Apocalypses) – Breach of Human Rights" concentrates on the questions of cruel treatment of persons – victims of genocide, including – in particular – women, children and clergy. It also mentions the consequences of extermination of the Tutsi, including the problem of emigration. The main aim of the chapter is to confirm the fact that what took place in Rwanda was genocide and human rights abuses. Chapter III "The International Criminal Court for Rwanda" (ICCR) focuses on several questions. First of all, it describes the founding, scope of competence, the personell and the mode of action of the Court. Secondly, it outlines the activity and initiatives undertaken by this institution. In its final part, the chapter contains the comparison between the ICCR and the International Criminal Court for the Former Yugoslavia (ICCY). The biggest part of the chapter is made up by the evaluation of the ICCR activities so far. Chapter IV "The World in the Face of Genocide in Rwanda" deals with the reaction of countries and international organisations to genocide, as well as changes introduced in order to bring the nation of Rwanda back to life. This chapter constitutes an essential part of the thesis, since it allows to notice the indifference of the countries of the West towards problems in Africa, as well as to outline the prognoses for the future of the Rwandan nation. The MA thesis "Genocide in Rwanda – the Silence of the World" clearly shows the process of genocide with all its cruelty and indifference of the Western countries in the face of the death of about 800 thousand people.
